About ECZ

In 1983, the Examinations Council of Zambia (ECZ) was founded by an Act of Parliament to set and administer examinations and give certificates to successful applicants. Prior to this statute, the examinations were administered by the Ministry of Education and Culture’s Examinations Section. Following the enactment, the section proceeded to conduct the tests while also building an institutional framework and job descriptions.

The Examinations Council of Zambia was fully established and operationalized in 1987 as a semi-autonomous public entity (Parastatal).

Prior to the formation of the Council, the examination and awarding authority in the United Kingdom was the University of Cambridge Local Examination Syndicate. The syndicate’s examinations catered for numerous countries, making it difficult for such examinations to match Zambia’s demands. The country was subject to the syndicate’s curricula, syllabi, and regulations, with little influence in the general policy of syndicate examinations. As a result, the decision to localize School Certificate examinations became imperative. As a result, there was a need to build capacity in the design, administration, and marking of examinations. This resulted in the formation of the Zambia Examinations Council.

FUNCTIONS OF THE COUNCIL

The main functions of the Council as stipulated in the Examinations Council of Zambia Act, No. 15 of 1983 are to:

To conduct examinations
To process the results;
To award certificates and diplomas to candidates who pass examinations conducted by the council;
To carry out relevant research in examinations;
To advise any public institution on the development and use of any system of testing or examining when requested to do so;
To formulate syllabuses for examinations; promote the international recognition of qualifications conferred by the Council;
To approve or reject appointments of examiners;
To organise training courses, or arrange for the training of, examiners, markers, supervisors, invigilators and other persons connected with examinations;
To invite any person or body in or outside Zambia to assist the Council in the conduct of examinations.
