Job Description

The Asylum Seekers & Families (ASF) Senior Manager will manage IRC’s humanitarian reception and community engagement activities and services for asylum seeking families and individuals who have arrived to the US at the Arizona border, including overseeing daily operations of the Phoenix Welcome Center. They will design, develop, and grow IRC’s services at the Welcome Center and ensure the development key infrastructure to sustain the program for the future and to continue to strive to raise the bar for services. They will stay informed on immigration, asylum, and border issues nationally and in the State of Arizona. They will develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and additional key stakeholders. This position is part of the senior leadership team for IRC’s Arizona operations and is expected to contribute to setting the strategic direction and operational problem solving through their areas of professional expertise. This position reports directly to the Executive Director for Arizona.

Major Responsibilities:

  • Serve as a member of the senior leadership team, participating in strategic and office-wide discussions and processes.
  • Provide leadership, oversee, and supervise staff and operations for the Welcome Center.
  • Support and provide effective oversight for the Welcome Center operations including budget management, donor billing, expense tracking, financial forecasting, vendor payments, facilities maintenance, supply chain systems, donation management and all other operational needs within the program team.
  • Ensure effective representation for the Welcome Center and ASF program to federal and state offices, health, welfare, and education programs, community-based organizations, media, and other key stakeholders.
  • Review, recommend, and write new grant opportunities in alignment with the strategic action plan.
  • Ensure compliance with all contractual & reporting requirements, achieve required outcomes, provide quality services, and meet the needs of core stakeholders.
  • Ensure close and effective collaboration with IRC Arizona’s Legal Director, Health & Wellness staff across the state, and the Arizona Asylum Network in Tucson for client service coordination.
  • Comply with all IRC policies, procedures and protocols including adherence to the IRC Way and Child Safeguarding.
  • Other related duties as assigned.

Key Working Relationships:

Position Reports to: Executive Director

Position directly supervises: ASF Program Manager, ASF Engagement Manager and/or others to be determined Other Internal and/or external contacts:

Internal: Legal Director, Health and Wellness Manager, Development Team, Grant Manager, Operations, Finance, IRC staff, interns, and volunteers.

External: Local, state, and government agency counterparts, partner organizations and community entities also involved in asylum seeker services.

Job Requirements:

Education:

  • Undergraduate degree required.
  • Graduate degree in Non-Profit Management, Public Administration, Social Work or related field preferred.

Work Experience:

  • Six or more years of related professional experience in non-profit management, program development and management; preferably in a grant-driven social services or non-profit environment.
  • At least four years of demonstrated experience in staff supervision.

Demonstrated Skills and Competencies:

  • Demonstrated understanding of the U.S. immigration system and stakeholders, particularly as it relates to the border and access to asylum; awareness of and commitment to the rights and realities of immigrant communities in the U.S. and the overall region with a special focus on the Southwest and Arizona, particularly along the U.S.-Mexico border.
  • Demonstrated understanding of fiscal management and reporting.
  • Demonstrated skill in donor compliance and donor relations.
  • Excellent verbal and written communication skills and the ability to communicate with limited-English speakers in a multi-cultural environment.
  • Ability to speak in front of groups comfortably and effectively.
  • Ability to follow strict guidelines of client confidentiality.
  • Advanced computer proficiency with an emphasis on Microsoft Office applications and desktop publishing (Word, PowerPoint, Excel, Teams, Outlook). Strong command of budget management preferred.

Language Skills:

  • Fluency in written and spoken English required. Additional language capacities in Spanish, Haitian Creole, Portuguese or other languages frequently spoken by asylum seekers at the southwest border preferred. Strong cross-cultural understanding and excellent communication skills, both written and verbal.

Certificates or Licenses:

  • Must have a valid driver’s license, active insurance policy, access to reliable transportation and the ability to travel regularly throughout Arizona and service delivery area.
  • In accordance with Arizona State Law, must possess or be eligible to receive a fingerprint clearance card.

Working Environment:**

  • The Phoenix Welcome Center is a 24-hour facility; flexible work hours, including holidays, evenings, and weekends with regular contact with ASF clients and volunteers.
