Given limited access to some areas in the country, there have been difficulties obtaining information on the consequences of the current crisis on households and markets in Myanmar. It is now essential to direct resources to continued in-depth, targeted and on-the-ground assessments, which are vital to clarify the market constraints and needs specific to individual affected areas, in order to inform humanitarian response, early recovery, policies, and program design. The Market Analysis Unit (MAU) gathers much-needed hard data and provides analysis that helps development practitioners and policymakers make informed decisions based on a better understanding of the present and potential impacts of the current crisis.

The MAU provides a broad geographical coverage of market functionalities across the country, with a specific focus on archetypical geographical hubs, namely the Delta, the Dry Zone, Rakhine State, the Southeast, and Northwest.

mixed methodology approach will combine qualitative data obtained through remote key informant interviews (KII) with quantitative data collected through a mobile survey platform. The MAU will prioritize remote data collection to limit the frequency, proximity, and quantity of person-to-person contact in order to protect everyone’s health. The analysis will be widely and regularly shared with key stakeholders in Myanmar (local NGOs, INGOs, UN agencies, embassies and donors) to inform the design and implementation of future humanitarian response, recovery, and development programs. Regular outputs/products, which will focus on key market stability indicators, will be produced and shared on a regular basis.

Purpose / Project Description:

The MAU is looking to recruit an international consultant to work as Team Leader for a period of 6 months. The consultant will be responsible for the overall oversight of the MAU, in coordination with the MAU steering committee and other MAU team members in Myanmar.

Consultant Activities:

The Consultant will:

  • Lead the ongoing design and implementation of the Market Analysis Unit as a whole, in close coordination with the MAU steering committee, as well as its global technical support teams.
  • Lead the development, testing, and iterative adaptation of qualitative and quantitative data collection tools as per the Market Analysis Unit’s SoW and in alignment with best practices and industry’s standards.
  • Train the data collection team on the methodology, tools and basic analysis functions.
  • Lead the design of the methodology and the establishment of a detailed workplan, and ensure the team can deliver on it, providing mentorship leading up to potential adaptation of tools or approaches based on feedback.
  • Manage the quality and lead the analysis of the collected data in coordination with field teams, and share them with the steering committee (through an online call or presentation) to get feedback and make sure it aligns with overall program objectives.
  • Lead the production of data-driven, comprehensive, and high-quality regular outputs, including market price reports, snapshots, and in-depth monthly analysis reports as per agreed deadlines.


  • Monthly market price reports (MPRs) produced from different geographies around the country
  • Dashboard updated on a monthly basis
  • Snapshots on market and household dynamics disseminated
  • Commercial Transport Reports repeated every 6 months for each target geography

The Consultant will work closely with:

Data & Information Management Specialist, Senior Program Development and Quality Manager, Senior Cash & Markets Advisor, Country MEL Manager, Program Leadership Team, Technical Support Unit, and additional headquarters-based support departments as needed.

Required Experience & Skills:

The MAU seeks candidates with solid market systems development and humanitarian response programmatic background, excellent analytical and writing skills, and preferably experience with the Myanmar context. Key requirements include:

  • 5-10 years of experience in a relevant technical field.
  • MA/S or equivalent in international development, social science, business administration or other relevant fields.
  • Demonstrable experience in market systems development analysis and market impact assessments in contexts that are fast changing and fragile, with a focus on the above-outlined sectors.
  • Excellent English writing and communication skills, and the ability to present information logically and concisely.
  • Ability to work under pressure and deliver quality products under tight deadlines and in sparse working environments.
  • Ability to work as part of diverse teams and facilitate planning processes.
  • Strong preference given to candidates with prior field experience and demonstrated understanding of the critical humanitarian and development issues in Myanmar.
