Project Summary:

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: (1) Performance and Contextual Monitoring and Verification Services; (2) Evaluation Services; (3) Analysis and Reporting Services; (4) Collaboration, Learning, and Adaptive Management Services; and (5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:

The Consultant will support YCLE from the MSI home office in ensuring high-quality and timely delivery of MEL services and products, in close coordination with the Chief of Party. The Consultant will work closely with the YCLE Chief of Party, the Senior MEL Specialist, and MEL Specialists and Officers based in Yemen and Jordan to provide technical oversight and quality assurance across the range of YCLE tasks and products. The Consultant’s primary responsibilities will be to serve as technical backstop during the onboarding of new MEL staff; to help ensure effective and efficient team management for data collection, analysis, and reporting activities; to provide quality assurance of required products; and to support timely implementation of tasks across all YCLE components so they support USAID’s learning and decision-making needs. The duration of the assignment is August 1 – September 15 with total of 15 LOE days.


  • Provide Third-Party Monitoring (TPM) and Context Monitoring Support.
  • Provide technical support to the YCLE team for ongoing monitoring, verification, analysis, and reporting activities.
  • Help ensure that TPM and monitoring tools meet data quality standards, are methodologically sound, and follow good practice.
  • Review and edit reports (including TPM site visit reports) drafted by team members and subcontractors to ensure results are clearly and effectively communicated in English, present clear and sound logic and analysis, and are consistent with USAID terminology, guidance, and requirements.
  • Help ensure that monitoring activities provide relevant, high-quality data and evidence to support the learning and adaptive management efforts of USAID and its implementing partners.


  • Bachelor’s degree in social science, international development, economics, or a related field is required.
  • Master’s degree in social sciences, international development, or economics is preferred.
  • Minimum six years of experience in international development required.
  • Minimum three years of concentrated experience in applied data collection (i.e., research and MEL data collection) required.
  • Strong background in MEL processes and knowledge of MEL tools is required.
  • Experience with USAID funded development programs and MEL systems for USAID funded programs is required.
  • Experience with third party monitoring strongly preferred.
  • Familiarity with development programming in Yemen desirable but not required.
  • Excellent written and spoken English and Arabic required.
