Org. Setting and Reporting:

This position is located in the Field Operations Finance Division (FOFD) in the Office of Programme, Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Finance & Budget Officer reports directly to the Senior Finance & Budget Officer/Section Chief. FOFD supports the Controller in exercising accountability for the financial resources made available by the Member States for peace operations. The Division is committed to an ongoing change process to ensure the highest effectiveness and efficiency standards in budget preparation and presentation including the mainstreaming of results-based budgeting.

 

The working environment of peace operations is dynamic, and the FOFD team is committed to meeting the corresponding demands. The main partners of the Division are the field operations, the Department of Peace Operations, the Department of Political and Peacebuilding Affairs, the Department of Operational Support, the legislative bodies and troop- and formed police-contributing countries.

Responsibilities:

  • Provide guidance and leadership in the preparation and implementation of the budget for peace operations.
  • Participate in the development of policies and procedures related to financial management and budgetary control.
  • Monitor and analyze budgetary trends and variances, and prepare reports for management review.
  • Coordinate with field operations and other stakeholders to ensure effective financial management and compliance with regulations and guidelines.
  • Review and approve budget proposals and expenditure requests, ensuring accuracy and compliance with established rules and regulations.
  • Provide advice and support to field missions on financial matters, including budget preparation, expenditure control, and financial reporting.
  • Contribute to the development and implementation of results-based budgeting frameworks and performance indicators.
  • Represent the organization in meetings and conferences related to financial management and budgetary control.
  • Perform other duties as assigned by the Senior Finance & Budget Officer/Section Chief.

Competencies:

  • Professionalism: Knowledge of financial management principles and practices, including budget preparation, expenditure control, and financial reporting. Ability to analyze complex financial data and make recommendations for improvement. Demonstrated ability to provide leadership and guidance to staff.
  • Planning and Organizing: Ability to develop clear goals and objectives and to plan and prioritize work to meet deadlines. Strong organizational skills and attention to detail.
  • Communication: Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise reports and presentations.

Education:
Advanced university degree (Master’s degree or equivalent) in finance, accounting, business administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Job-Specific Qualification:
Certification in financial management or accounting is desirable.

Work Experience:

A minimum of seven years of progressively responsible experience in finance, budget, accounting, or related field is required. Experience in budget preparation and financial management in a large international organization, preferably in the context of peace operations or other field operations, is desirable.

Languages:
Fluency in English (both oral and written) is required. Knowledge of another official UN language is desirable.

Assessment:
Evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.
