Background and Organizational Context

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

 

Under the direct supervision of the Programme Specialist – Innovation and Knowledge, the Knowledge Management Associate ensures that the knowledge and information generated in the framework of the Regional Programme is presented to the BRH clients and external audience in a user-friendly, easy to understand and attractive way, using the latest collaborative communication tools and channels. S/he works in close collaboration with BRH teams, Knowledge Management Team (KM Team) at Bureau for Policy and Programme Support (BPPS), Communications Officer, UNDP Regional Centers, Country Offices (COs) and UNDP HQ staff.

Position Purpose
Under the supervision of Programme Specialist – Innovation and Knowledge, the Knowledge Management Associate will research, review and package content and knowledge generated within the Asia-Pacific region for further use and benefit of UNDP’s clients and development partners. His/her primary areas of responsibility will include:
Duties and Responsibilities
1.) Support to development, maintenance, management, and publishing and regular update of quality content on the regional, external and internal, information and collaboration platforms
  • Work closely with Programme Specialist – Innovation and Knowledge and Communications Unit to identify, develop and package content to be uploaded on the BRH information and collaboration platforms to keep them up-to-date and accurate;
  • Search, identify and capture high quality, easy to understand information on UNDP, specifically regarding policy advice in BRH’s specialized areas and their practical application and propose ways of communicating them to the BRH clients;
  • Liaise with BRH teams and COs focal points to identify and promote knowledge products and use them to write stories for the information and collaboration platforms, focusing on multimedia and innovative forms of presentation;
  • Support review, establishment, improvement and/or strengthening processes, systems and procedures for internal communication activities within the Bangkok Regional Hub, RBAP and UNDP COs in the region;
  • Solicit contributions for the information and collaboration platforms from HQ, substantive practices and COs in the region, editing such contributions and produce the final copies to be disseminated via identified on-line channels;
  • Add (write, research and edit) short news pieces for the information and collaboration platforms, drawn from UNDP activities in the region – including regular scanning and review of material posted on all independently managed information and collaboration platforms of substantive practices and COs in the region;
  • Promote RBAP website(s) to others on the web by actively identifying needs and looking for opportunities; make sure all its links and cross-postings are alive and functional.
2.) Support BRH teams and BRH management in development of new and existing community of practice knowledge management and communication tools
  • Support the establishment and maintenance of project-related websites, collaboration tools, regional electronic networks document storage and related information management systems, and provide user training when and if required;
  • Assess new standards, technologies and trends, and recommend strategies and plans for enhancement. Keep up-to-date with best practices in web usage, web page design and writing for the web.
  • Contribute to innovative knowledge management solutions and support their implementation.
  • Provide and contribute to user trainings on existing and/or new knowledge management information and collaboration systems; and content management system for UNDP website;
  • Maintain on-line databases to promote use of multimedia in content management system. Support maintenance and further development of various databases as needed.
3.) Coordination with and contribution to integrated UNDP knowledge management tools
  • Coordinate and contribute to the design and structure of the RBAP/BRH outreach tools and website, and support RBAP information and collaboration platforms as required;
  • Perform the quality assurance over the content, functionalities and structures of the BRH’s information and collaboration platforms;
  • Liaise with the KM Team at BPPS on the latest standard developments related to the corporate understanding and application of knowledge management tools, knowledge product quality assurance tool, analyse and interpret their impact for the functionalities of the current BRH information and collaboration platforms;
  • Serve as Knowledge Product Focal Point to advise and coordinate knowledge product quality assurance process for regional knowledge products produced by Bangkok Regional Hub from production to reporting on their performance; and support Country Offices in the region with publishing approved knowledge products on UNDP websites, as required;
  • Advise on UNDP editorial and branding guidelines and related resources;
  • Support BRH teams with content management, specifically, the establishment of various public web pages and/or virtual communities of practice and providing references to standards used across practices in BRH.
4.) Provide programme and administrative support to the Strategic Innovation Unit
  • Support to Programme Specialist – Innovation and Knowledge in day-to-day project management, including but not limited to support to Strategic Innovation Unit’s priority and work plan; budget management; administrative and procurement management; as well as travel arrangement.
  • Close coordination with Regional Programme Management Unit (PMU) and Operation Support Unit (OST) in the Bangkok Regional Hub on transactional issues.
  • Support to Programme Specialist – Innovation and Knowledge and Communications Unit on research/ tasks as assigned.

Required Skills and Experience
Education:
  • Thai national with Secondary Education is required; University Degree in development or related fields will be given due consideration.
Experience:
  • 6 years of relevant working experience with Secondary Education, or 3 years experience with University Degree of progressively responsible experience on knowledge management and systems is required at the national or international level;
  • Previous experience in budget management; administrative and procurement management; as well as travel arrangement would be an asset;
  • Experience with United Nations and/or another international organization would be an asset;
  • Experience in and knowledge of database management required;
  • Good analytical and writing skills Excellent writing and editing skills;
  • Proven experience with content management systems and frameworks, including latest communication and information-sharing tools such as blogs, wikis, syndication, etc.;
  • Experience in web content publishing technology and tools;
  • Excellent communication skills. Ability to mobilize interest and support with a wide range of audiences;
  • Experience working in a multi-cultural environment;
