Principal Associate – Military Health Research and Evaluation Projects


Abt Associates seeks a Principal Associate with deep health services research and evaluation experience. The successful candidate will have leadership roles on two to three military health and VA funded evaluation or research studies inclusive of qualitative, quantitative, and cost analysis methodologies.  This position would serve as Project Director or Quantitative Lead on mid to large evaluation studies and guide the design and implementation as well as oversee all components of the project research. The candidate will enjoy working in a team environment, participating in, and leading major projects, directing proposal efforts, and building and maintaining relationships with clients. They will maintain excellent relationships with federal agencies/sponsors as well as Abt evaluation partners and consultants and be regarded within target agencies and organizations as a subject matter expert. The candidate will have demonstrated capability presenting and speaking at professional meetings, developing and serving as lead author on research manuscripts, and supporting the development of publications and materials for a wide range of audiences including VA stakeholders and members of Congress.

Key Roles and Responsibilities

  • Lead efforts to design and implement mixed methods evaluation studies.
  • Serve as project director for medium to large military health and VA funded research, evaluation, and/or implementation projects.
  • Serve as a quantitative lead for large research projects, including designing the analytic approach, overseeing a team of programmers, economists, and analysts, and serving as first author.
  • Participate with other senior staff in domestic business development activities by obtaining additional work from existing clients and by identifying new opportunities.
  • Guide and lead the preparation and review of project reports and findings and peer reviewed manuscripts.
  • Maintain an industry presence as a subject-matter expert by presenting and publishing.
  • Review work and provide technical guidance to less senior staff.
  • Serve as a resource capable of applying advanced evaluation techniques, concepts, and methods related to a particular field of specialization in military health.

Preferred Skills / Prerequisites

  • Experience in directing mid to large scale evaluation or implementation projects funded by VA.
  • Position also requires significant experience in project and program development and client relationship management and proven track record of project leadership.
  • Strong technical writing skills and history of publishing manuscripts and translational documents for a wide range of stakeholders.
  • Experience conducting evidence reviews and policy analysis.
  • Experience working on projects addressing health equity and serving structurally marginalized populations.

Minimum Qualifications

  • Master’s Degree + Fifteen years of relevant experience, or PhD + Ten years of relevant experience

The position offers an anticipated base salary of approximately $139,021 to $222,434 and may vary by ten percent depending on candidate geographical location. Salary offers are made based on internal equity and market analysis.
