Organisational Design Expert Location: Sub-Saharan Africa Location: South Africa City/Cities Location Details: South Africa/Mozambique Job Code: 7203 Description Terms of Reference for Organisational Design Expert This Terms of Reference (TOR) details the requirements for an Organisational Design Expert in support of the Trade Forward Southern Africa (TFSA) Programme. Timeframe : August 2022 to Feb 2023 Reporting to: TFSA Team Lead Level of Effort: 60 days (Mid/Senior-level) Location: Southern African Customs Union Countries and Mozambique Background and the objective of the TFSA programme DAI leads a consortia in the provison of management and technical support services to the Foreign, Commonwealth & Development Office (FCDO) to implement the Trade Forward Southern Africa (TFSA) programme. This programme provides both capacity building and technical assistance to help grow export trade, with a strong focus on providing targeted solutions to promote greater participation of women in export trade from across the SACU+M region (Botswana, Eswatini, Lesotho, Mozambique, Namibia and South Africa). The main activities included in the programme are: Increased access to information and trade promotion; Support in compliance with market standards and integration in supply chain/value chains; Exporter training; and Equality for women in trade. This programme expects to: increase opportunities to trade; overcome non-technical barriers (NTBs) to trade in goods; improve export performance, and in doing so contribute to poverty reduction and have a gender positive impact on trade in SACU+M, as well as to help facilitate trade continuity between SACU+M countries and the UK post-EU exit. Scope of work The primary function of the Organisational Design Expert will be, in coordination with TFSA and FCDO colleagues Lead on identifying and engaging with individuals to form a TFSA Legacy Model and Planning Advisory Group Lead in the identification, selection and establishment of an Advisory Group including representatives from UKGovt, the private sector and related stakeholders. Establish a regular tempo and convene Advisory Group meetings fortnightly Provide regular progress updates via agreed mechanism to FCDO and TFSA leadership Support the definition and set up of the Governance Structures and Registrations potentially of a new entity as a TFSA Legacy option Develop and document a Sustainability Plan that serves as a road map for the transition of TFSA Hub, School of Export and related offerings, and potentially development of expanded offerings, to an independent commercial entity. Develop revenue generation proposals for consideration by FCDO, TFSA leadership, and Advisory Group businesses, including a budget sufficient to cover start up costs and 5 year operational costs. Secure Expressions of Interest and where possible comitments for start-up cost and 5 year operational budgets from primarily private sector but potentially also development donors. Formulate and document a TFSA Legacy Model and Strategy and high level implementation plan, and following acceptance of the strategy, produce a final implementation plan Engage with potential TFSA Legacy Model and Plan stakeholders Advisory Group with a view to them becoming Founder Board Finalise a TFSA Legacy Model and Plan Email for responses - TCBP_Recruitment@dai.com Closing day for application – 12 August 2022
