OBJECTIVES OF THE PROGRAMME
The mission of WHO Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
WHE brings together and enhances WHO’s operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.
The objectives of the CPI programme area include the monitoring and evaluation of countries’ preparedness for health and humanitarian emergencies as well as planning and implementation of country capacity building for critical capacities, and the Secretariat of the IHR (2005). CPI works based on an all-hazards approach and involves all three levels of the Organization and prioritizes support to the most vulnerable and low capacity countries.
The intersectoral nature of emergency preparedness entails for CPI a large partnership with other international organizations and the consideration of several global frameworks such as the Sustainable Development Goals related to health, emergencies and disasters, the IHR (2005), the Sendai Framework for Disaster Risk Reduction 2015-2030, the Pandemic Influenza Preparedness Framework, the Performance of Veterinary Services (PVS Pathway), the Paris Agreement on Climate Change; regional strategies such as the Asia Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED III), the Integrated Disease Surveillance and Response, and the regional strategies for disaster risk management. CPI coordinates its activities with international and national initiatives such as the Global Health Security Agenda and Universal Health Coverage 2030.
DESCRIPTION OF DUTIES
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties:
1. Lead and manage the CPI programme area ensuring coordination and oversight of the unit’s work programme promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and demonstrating to stakeholders and collaborators a commitment to excellence.
2. Lead the planning, development, implementation, monitoring and evaluation of APSED III as a common strategic framework for countries and areas of the WHO Western Pacific Region to strengthen their preparedness, readiness and response capacities for current and emerging disease threats and other public health emergencies; oversee delivery of the annual APSED Technical Advisory Group meeting.
3. Lead, manage and guide the regional work in the development, implementation, assessment and oversight of relevant strategies, programmes of work, and annual workplan in country health emergency preparedness and readiness for emergencies.
4. Ensure the implementation of the results framework, foster prioritization of activities in the team and through a variety of indicators, monitor the performance of work programmes to ensure the best use of resources.
5. Provide sound and effective leadership, motivation, guidance, management and performance evaluation of CPI staff, including: setting clear objectives; ensuring timely and effective use of performance reviews and feedback mechanisms; and managing the CPI regional budget within the framework of the WHO Staff and Financial Rules and Regulations.
6. Harness and coordinate technical expertise from all areas in WHE, as well as programme areas across the three levels of WHO as appropriate to strengthen the implementation of the IHR (2005) and all-hazards emergencies work through internal and external networks of experts.
7. Provide authoritative advice in the implementation of operational frameworks and monitor the development and progress of strategies and capacities to support Member States to strengthen required national and subnational capacities, skills and coordination mechanisms for priority high-threat hazards.
8. Develop strategic partnerships and networks and collaborate in obtaining and monitoring resources (financial and nonfinancial) to support achievement of regional and organizational objectives.
9. Upon request, provide technical and managerial support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.
10. Represent RED and CPI at internal and external official meetings and respond to media inquiries as required and assigned.
11. Perform other related duties, as requested by the supervisor, including WHO’s readiness activities and provision of support to other areas of work and teams or programme areas within the WHE, as required.
Essential: Advanced university degree (master’s level or above) in a health sciences field or medical degree. A postgraduate degree in public health or public health-related discipline.
Desirable: Specialized training or studies in epidemiology, public health or public health-related discipline.
Essential: Minimum 10 years of relevant international and national professional experience in planning, developing and implementing health security, emergency, surveillance, disease control and/or public health programmes. At least five years of management experience in recognized leadership positions with direct responsibility for managing both human and financial resources. Experience in strategy formulation and interagency collaboration, particularly in relation to implementation of the IHR (2005).
Desirable: Relevant work experience in WHO and/or other UN agencies. Experience in capacity building for emergency preparedness.
-Demonstrated leadership and managerial skills in international and multicultural settings.
-Proven ability to successfully coordinate, manage and lead projects, and build partnerships with multiple partners in the context of health emergencies.
-Excellent skills in the assessment, monitoring, analysis and evaluation of preparedness of Member States with the ability to conceptualize effective capacity-building strategies and advocate for their implementation.
-Proactively promote effective team work, and achievement of results; resolving interpersonal and technical problems; develop and support a learning environment, including provision of staff development opportunities.
-Superior organizational skills with ability to multitask and produce results under pressure.
-Mature judgement, strong technical, analytical and conceptual skills with demonstrated ability to integrate political, technical and managerial inputs into recommendations for decision-making.
-Excellent oral and written communication skills with proven ability to communicate in a clear and effective way including through discussions, reports, briefing notes, project proposals, and powerpoint presentations.
-Using tact, diplomacy and courtesy to improve internal and external relationships and lead to more successful outcomes.
-Thorough knowledge of IHR (2005), the epidemiology of infectious diseases and other global health security threats, and of challenges and opportunities for disease prevention and control.
-Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.
-Play a significant role in promoting a safe and respectful workplace, including reporting actual or suspected cases of sexual harrassment and any other types of abusive conduct.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3642 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
