Approximate Duration and Level of Effort: Varies based on assignment


Solidarity Center is seeking qualified writers to join a cadre of consultants for proposal drafting and development around competitive opportunities from U.S. Government donors, including the Department of Labor (DOL) and the Department of State’s Bureau for Democracy, Human Rights and Labor (DRL). Each assignment will require a dynamic individual with excellent proposal development skills, exceptional communication skills (written and verbal), previous experience working on competitive proposals, strong interpersonal skills with an ability to work in a team, and an ability to multi-task and work under tight deadlines.

This consultancy may be extended up to 6 months and could transition to full-time employment.


Potential work may include some or all of the following tasks:

  • Support the Program Teams in the development of ideas for projects
  • Contribute to strategy sessions and discussions on program design and logic
  • Develop initial draft of proposal narrative and other required sections and or edit documents
  • Support the Program Teams in aligning the proposal narrative with the logic model and other required sections, including the budget
  • Other tasks as identified by Solidarity Center to support the development of solid documents in response to solicitations.


  • Minimum of 7 years of experience developing competitive proposals; DOL experience preferred
  • Excellent writing and editing skills for proposal development; DOL preferred
  • Familiarity with solicitation requirements from USG agencies; DOL preferred
  • Knowledge of international development, and labor/social justice/human rights/civil society programs preferred
  • Excellent oral communication, interpersonal and people skills
  • Excellent budget analysis and Excel skills
  • Fluency in English (verbal and written)
  • Keen attention to detail
  • Familiarity working remotely and collaborating via video-conferencing
  • Master’s degree preferred
