Job Description

Akesis is a subcontractor on the USAID Global Health Supply Chain Program, a collection of eight complementary projects working to achieve stronger, more resilient health supply chains that ensure an uninterrupted stream of quality health products and services for millions of people worldwide. A key public health objective of the Program is the development of an effective data capture, management, reporting and visibility process on ARVs and other HIV/AIDS drugs and commodities supplied.

We are seeking a Public Health Analyst for the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project, based in Arlington, VA. The Public Health Analyst supports the HIV/AIDS Task Order (TO1) team on initiatives in PEPFAR supported countries and is responsible for the analysis of commodity tracking across the full supply chain spectrum, utilizing PEPFAR Monitoring, Evaluation and Reporting (MER) and other data sets to provide an understanding of the end to end commodity landscape. PEPFAR is the largest and most diverse HIV/AIDS prevention, care, and treatment initiative in the world and has saved more than 17 million lives through accountable, transparent, and cost effective investments.

The Public Health Analyst conducts complex analyses and provides technical leadership on analyses related to triangulation, public health outcomes, and health system outcomes for the HIV Task Order. The Analyst sets and ensures adherence to high standards for information system efficiency, data quality and data analysis for all Task Order data sets and contributes to Project reports, presentations, and other data dissemination products. The Analyst will also collaborate with USAID, MOHs, Project Country Offices and Implementing Partners to analyze and use HIV/AIDS data to improve programs.

Responsibilities include:

  • Lead public health outcome and health system outcome analyses using HIV/AIDS supply chain, HIV program, facility, and patient data
  • Ensure End to End Data Visibility of HIV drugs and related commodities by supporting data use strategies, overseeing the production of data visualization tools, and documenting lessons learned in reports, presentations, and other information products
  • Lead analyses that involve the triangulation of supply chain, HIV program, facility, and patient data to support HIV/AIDS programming at the headquarters and national levels
  • Set and ensure adherence to high standards of data quality and data analysis for all datasets maintained and analyzed by the HIV Data Visibility team
  • Coordinate with other Project data teams in order to support information system efficiency
  • Review and provide recommendations for key deliverables including commodity surveillance, country work plans, WHO and country treatment guidelines, and procurement challenges related to HIV prevention, care and treatment
  • Support communications with USAID/Washington, USAID/Missions and Project field offices concerning the development and continuous improvement of data management, analysis and use
  • Support technical forums focused on public health outcomes analysis, health system outcome analysis and data triangulation
  • Maintain knowledge in own discipline and expand professional and technical knowledge through training, workshops, reviewing publications, and attending professional conferences
  • Respond to ad hoc requests from Field Offices, USAID/Washington and USAID/Missions
  • Provide ad hoc support to the Deputy Task Order Director and USAID HIV/PEPFAR team members upon request
  • Perform other duties and responsibilities as required

Qualifications:

  • Minimum of a Master’s degree required (PhD preferred); advanced degree in public health or relevant area preferred
  • Minimum of four years of data analysis experience required
  • Experience in quantitative analysis in public health sector such as clinical research, epidemiology, and/or biostatistics required. Demonstrable education in this field may be used in lieu of direct experience
  • Proficiency in cross-sectional and longitudinal data analysis, and multivariate regression techniques required
  • Knowledge and use of PEPFAR Monitoring, Evaluation and Reporting (MER) data strongly preferred
  • Experience in research design and publication preferred
  • Proficiency in Microsoft Office applications (especially Excel skills)
  • Proficiency in analytical software tools such as R, STATA and/or SAS, as well as experience with other data management and analysis software preferred
  • Demonstrated ability to communicate clearly and concisely orally through presentations or in writing
  • Willingness to travel and work abroad a minimum of four to eight weeks per year; experience living or working in developing countries preferred
  • Ability to work independently and as part of a team
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills
  • Demonstrated leadership, versatility and integrity
  • Fluency in English required; secondary language proficiency preferred
