EnCompass LLC seeks Research and Evaluation Specialist candidates for the five-year United States Agency for International Development (USAID) Monitoring, Evaluation, and Learning Activity (MELA) to be based in San Salvador, El Salvador. The anticipated USAID/El Salvador MELA will provide MEL and knowledge management support services to USAID operating units in the Central America region, including USAID/El Salvador; the USAID/Central America and Mexico regional Mission; bilateral regional Missions in Guatemala, Nicaragua, Honduras, and Mexico; and USAID/Washington-based bureaus and offices operating in Central America.

The Research and Evaluation Specialist will support designing, scoping, and executing quantitative and qualitative evaluations, assessments, analyses, and other studies including data collection efforts, data analysis, and oversight of partners and consultants. The Research and Evaluation Specialist will review and draft evaluation reports, presentations, and briefings to disseminate learning among project stakeholders, working closely with the MEL and Learning and Capacity Building Specialists.

The position will be full-time and based in San Salvador, with possible travel throughout the country. Only citizens or current residents of El Salvador will be considered .

Position Duties and Responsibilities

Essential functions:

  • Support the selection and engagement of local partners and experts/consultants for research and evaluation activities (evaluations, assessments, analyses, other studies), including:
    • Scoping and design of activities
    • Coordination and oversight of partners/consultants, including management of implementation calendars, to ensure activities include best practices, are within budget, and happen on time
    • Supporting team building, establishing roles, and training to ensure teams are positioned for success
    • Reviewing technical research and evaluation products developed by partners or consultants
    • Providing field-based quality assurance of research and evaluation activities

 

  • Support evaluation, assessment, and data analysis efforts, including analysis or synthesis of data across partners as needed by the Mission
  • Design, or support implementing partners in the design of, quantitative and/or qualitative data collection and analytical methods and tools to support research and evaluation efforts
  • Liaise with the Research and Evaluation Lead to inform the design of each study/evaluative activity and support quality assurance activities throughout each study, including the review of milestone deliverables and final reports prior to submission to USAID
  • Support the Learning and Capacity Building Specialist by providing subject matter expertise on research and evaluation topics, including design or co-facilitation of training content
  • Support in the establishment of methodological processes and standards that are compliant with USAID Evaluation Policies for implementing partner MEL staff to adhere to on project monitoring and evaluation activities
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Academic Qualifications

  • Bachelor’s degree and 6 years’ experience or Master’s degree and 4 years’ experience in a social science, organizational development, international relations, development studies or a related field highly preferred

Experience and Skills

  • Minimum of four (4) years of demonstrated experience leading complex portfolios of evaluation and research activities for international development, cooperation, or humanitarian assistance project required
  • Experience designing and implementing various types of mixed-methods evaluations (impact, performance, goal, etc.), analyses, and assessments required
  • Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques required
  • Extensive experience drafting and finalizing evaluation reports required
  • Experience systems applying thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises preferred
  • Experience in designing and training on Theory of change / logical frameworks development preferred
  • Strong familiarity with USAID’s Evaluation Policy highly preferred
  • Ability to work with host-country governments at different levels preferred
  • Strong communication, collaboration, and management skills required
  • Familiarity with USAID/El Salvador Mission preferred
  • Basic skills in written and verbal English preferred
  • Fluency in Spanish required
  • Only citizens or current residents of El Salvador will be considered
  • Ability to travel within El Salvador, as necessary, required
