Org. Setting and Reporting

This position is located in the Department of Operational Support/Office of Support Operations/Division of Healthcare Management and Occupational Safety and Health.

The Division of Healthcare Management and Occupational Safety and Health (DHMOSH) provides expert healthcare management and in Occupational Safety and Health (OSH) services to all United Nations (UN) Secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York based agencies funds and programs, as well as providing strategic leadership of whole-of-system medical issues through the UN Medical Directors Network.

The Senior Medical Officer reports to the Medical Director, Division of Healthcare Management and Occupational Safety and Health (DHMOSH).

Responsibilities

Within delegated authority, the Senior Medical Officer will be responsible for the following duties:

Clinical Duties:
• Undertakes development of evidence based clinical pathways and works with UN and Member State healthcare providers to implement them.
• Ensures compliance with clinical pathways and good clinical practices through conducting clinical audits.
• Develops a system for health risks and provides governance over them.
• Oversees and provides health and patient safety related programs.
• Organizes/Participates in addressing work environment and occupational health issues.

Medico Administrative Duties:
• Advises Administration and United Nations Member States on United Nations medical standards and policies.
• Reviews the existing clinical governance framework and identifies opportunities for more streamlined and agile working whilst maintaining quality assurance.
• Develops and implements a blameless culture of transparency.
• Promulgates a culture of safety framework. Plans, manages and organizes various medical activities and administrative functions of a particular section within DHMOSH.
• Reviews and revises various Personnel Directives, Medical Standards for recruitment, guidelines established for managing United Nations Country Team (UNCT) clinics and provides medical support to peacekeeping missions and UNCT Clinics, as applicable.
• Ensures a robust business and budget-planning process for the section and advises the Medical Director on compensation for uniformed personnel.
• Deputizes for Deputy Medical Director/Medical Director as needed.

Supervisory Administration:
• Ensures compliance of UN healthcare facilities with Healthcare Quality and Patient Safety (HQPS) standards.
• Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g., HQPS standards, Root Cause Analyses trainings etc.).

General:
• Leads extra-budgetary projects and performs other related duties as required.

Education

A first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB or equivalent) and current unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required. Postgraduate qualification in a medical specialty is desirable.

Work Experience

A minimum of ten years of progressively responsible clinical experience of which at least 3 years managerial experience in a medical setting is required.

Experience in clinical governance and in using clinical risk management methodology such as root cause analysis is desirable.

Experience in working in an international environment is desirable.

Experience leading patient safety programmes or quality improvement activities is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
