Project Description

The USAID Connect for Growth (C4G) project is a five-year USAID project which aims to strengthen energy security and resilience of energy systems in the Europe and Eurasia region as part of EI’s U.S.-Europe Energy Bridge Initiative. The project will provide strategic and technical assistance, recommendations, and support for energy market development, regional integration and reforms; diversified and efficient resource utilization and planning; and resilient energy systems to advance USAID’s goal of increasing connectivity and cooperation in the energy sector between partner countries and the EU. The project aims to respond effectively to emerging issues and technical needs in partner countries impacting the regional energy sector and critical infrastructure through three objectives:1) Strengthened Governance of Domestic and Integrated Regional Energy Markets, 2) Reduced Dependence on Energy Sources Controlled by Malign Actors, and 3) Improved Energy System Resilience.

Position Description

RTI is seeking a Strategic Communications Manager to support both long-term and quick-turnaround communications efforts in support of the C4G project and USAID’s Bureau for Europe and Eurasia (E&E). They must be able to travel to the countries: Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, North Macedonia, Serbia, Ukraine. This position will be based remotely, with a preference for candidates within a C4G partner country.

 

Responsibilities of the Strategic Communications Manager include, but are not limited to:

  • Develop specific communications and outreach strategies, campaigns, and products to support the C4G team to achieve programmatic objectives.
  • Lead the response process for quick-turnaround information requests from the E&E Bureau, including writing/editing, clearances, and design/formatting.
  • Collaborate closely with the technical team to support stakeholder engagement in individual countries and across the region.
  • Liaise with the USAID E&E Bureau Communicator – as well as Mission communications staff – to align with USAID priorities, strategies, and messaging.
  • Ensure all project branding and marking requirements are followed.
  • Provide leadership and establish guidance for C4G on document formats, including branding and marking in accordance with USAID policies.
  • Write press releases, project summaries, fact sheets, social media posts, and other communications materials to highlight project efforts and successes.
  • Edit and format technical reports, contract deliverables, and promotional materials, ensuring clear and concise English language usage and professional presentation.
  • Oversee and manage the translation process for any communications products targeted toward local audiences.
  • Prepare quarterly and annual report submissions relating to communications and outreach.
  • Work with technical colleagues to write success stories for submission to USAID.
  • Identify key public events and campaigns that C4G should be made aware of and/or may participate in, in accordance with the technical objectives of the project.
  • Identify and supervise external contractors as necessary to successfully implement C4G communications activities.
  • Complete any other duties/activities in line with the project’s objectives, the employee’s abilities, and as directed by the Project Director.

 

Qualifications:

  • Bachelor’s degree in a relevant field and 8 years of experience or a Master’s degree and 6 years of experience.
  • Demonstrated experience in communications and outreach.
  • Experience preparing communications plans. Demonstrated ability to think strategically about communications objectives.
  • Excellent oral and written communication skills.
  • Strong interpersonal/relationship building skills.
  • Attention to detail and accuracy.
  • Previous work experience in the energy sector and/or the E&E region.
  • Must be fluent in written and spoken English.
