Job Description:

The Child Protection Officer, reporting to the Child Protection Specialist P3, will provide professional technical, operational, and administrative assistance throughout the programming process for child protection programs and projects within the Country Programme. They will contribute to the development, implementation, monitoring, and reporting of child protection initiatives, with a focus on addressing the rights and needs of vulnerable children, including those on the move, unaccompanied and/or separated children, and children affected by migration and conflict.

Key Functions/Accountabilities:

  1. Support for Program Development and Planning:
    • Conduct and update situation analysis to inform the development and management of child protection programs and projects, focusing on vulnerable children,, including those on the move and affected by migration.
    • Contribute to the establishment of program goals, objectives, and strategies, with a focus on the protection and care of unaccompanied and/or separated children, migrant children, and those affected by conflict.
    • Research and report on development trends and data related to child protection to inform program planning and priority setting.
  2. Program Management, Monitoring, and Delivery of Results:
    • Collaborate with partners to address implementation issues and provide solutions, recommendations, or escalate issues as needed.
    • Participate in monitoring and evaluation exercises, program reviews, and annual reviews to assess progress and report on required actions.
    • Monitor the use of program resources and report on compliance, critical issues, and findings to ensure accountability and integrity.
  3. Technical and Operational Support for Program Implementation:
    • Conduct field visits and surveys, exchange information with partners, and provide technical support to resolve issues and assess progress.
    • Support government counterparts, NGO partners, and other stakeholders in the application of child protection policies, strategies, and best practices.
  4. Networking and partnership building:
    • Build and sustain partnerships with government counterparts and stakeholders to facilitate program implementation and capacity building.
    • Participate in inter-agency meetings and events to collaborate on programming and integrate UNICEF’s position and strategies with development processes.
  5. Innovation, Knowledge Management, and Capacity Building:
    • Identify, capture, synthesize, and share lessons learned to build capacity and support knowledge development.
    • Apply innovative approaches and promote good practices to support the implementation of sustainable program results.
    • Participate in capacity-building initiatives to enhance the competencies of clients and stakeholders.

Qualifications and experience:

  • University degree in international development, human rights, psychology, sociology, international law, or a relevant social science field.
  • Minimum of five years of professional experience in child protection-related areas, with experience in multi-stakeholder coordination. Experience in emergency contexts is an added advantage.
  • Experience working on migration, children on the move, and protection from violence, including online violence, is desirable.
  • Experience in program development within a UN system agency or organization is an asset.
  • Fluency in English is required, and proficiency in the local language is desirable.
