Organizational Setting

The Programme Management Unit (PMU) of the FAO-Saudi Technical Cooperation Programme (2019-2025) facilitates, coordinates, and manages all technical and advisory services provided by FAO to the Saudi Ministry of Environment, Water, and Agriculture (MoEWA). The Digital Agriculture Extension Service (DAES) initiative, implemented by the General Directorate for Extension, is part of this cooperation.

Reporting Lines

Under the overall guidance of the Program Coordinator, the Digital Agriculture Extension Service Expert will work under the direct supervision of the Chief Technical Advisor.

Technical Focus

Support the Digital Agriculture Extension Service (planning, monitoring, evaluation, and learning) under the FAO-KSA Technical Cooperation Programme.

Tasks and Responsibilities

The specialist will:

  • Study the DAES service, identify gaps and weaknesses, and provide technical guidance.
  • Review DAES plans, suggest adjustments, and prepare overall and annual work plans.
  • Provide technical and organizational/operational guidance for the design and implementation of DAES interventions.
  • Guide the implementation of the SFFS and ensure close coordination with other related activities.
  • Ensure active linkage between DAES and demo sites established by different components.
  • Identify potential risks, develop mitigation plans, and lead progress monitoring.
  • Review technical and progress reports, provide feedback, and prepare progress reports.
  • Review and facilitate the implementation of the training programme prepared by contractors.

Minimum Requirements

  • Advanced university degree in agriculture extension, rural sociology, development communication, or a related field.
  • At least 7 years of relevant work experience in technical cooperation programmes in agriculture extension, rural development, digital agriculture, or community development.
  • Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Chinese, or Russian) for consultants. Working knowledge of English for PSA.SBS.

  • Work experience in more than one location, particularly in field positions.
  • International work experience in technical cooperation projects.
