General Purpose of the Position:
The Emergency Officer, under the supervision of the Emergency TL and following DRC guidelines, will support the operational implementation of the program for Colombians, refugees, and migrants affected by the armed conflict and internal displacement in the Municipalities of DRC’s territorial scope in Nariño. The role focuses on ensuring the quality of planning, implementation, and monitoring of technical aspects of emergency activities in Nariño while fostering good relationships with persons of concern, stakeholders, and other humanitarian actors.

Responsibilities:

  1. Programming and Operations:

    • Ensure efficient and high-quality implementation of the emergency program.
    • Participate in report and proposal preparation for donors and relevant actors.
    • Identify and monitor vulnerable communities, develop response plans, and document humanitarian aid distribution actions.
  2. Coordination and representation:

    • Collaborate with internal and external technical experts and coordinate with the protection team.
    • Represent the DRC and coordinate with relevant stakeholders.
  3. Project Development:

    • Conduct censuses and coordinate humanitarian assistance missions.
    • Implement quick-impact projects and develop materials for complementary activities.
    • Supervise emergency assistants and ensure proper execution of activities.
  4. Logistics:

    • Plan and coordinate the logistics of humanitarian assistance activities.
    • Initiate procurement processes and distribution plans.
  5. Security and Health at Work:

    • Comply with safety and health regulations.
    • Report workplace risks and participate in safety training.

Experiences and technical skills:

  • Minimum of 2 years of relevant humanitarian work experience.
  • Experience in armed conflict contexts and complex terrain.
  • Experience working with urban, rural, and indigenous communities.
  • Knowledge of Colombia’s armed conflict context and Victims Law 1448.
  • Excellent interpersonal skills and experience in emergency interventions.
  • Basic knowledge of health, water, sanitation, and hygiene (WASH) issues.
  • Proficiency in MS Word, Excel, PowerPoint, and managing databases.

Education:

  • University degree in relevant areas or equivalent professional qualification.

Desirable:

  • Calm and diplomatic character.
  • Ability to create a positive team environment.
  • Proficiency in English.
  • Experience in Gender-Based Violence (GBV) work.
  • Applications from ethnic communities and GBV-experienced individuals are positively valued.

  • Native Spanish.
