Plan International Pilipinas Foundation Inc. will implement a five-year project titled: “A Gender-Responsive Systems Approach to Universal Health Care (GRASP-UHC) in the Philippines.” This project aims to enhance the capacity of local government units (LGUs) to provide affordable and equitable access to healthcare goods and services through effective Universal Health Care (UHC). We are seeking competent, experienced, and committed professionals to join us in this endeavor.

Role Overview:

As the Health Specialist, you will provide technical oversight and support for the implementation of the 5-year GRASP-UHC project in underserved provinces of the Philippines. Collaborating with local health partners, government agencies, and other stakeholders, you will design strategies to strengthen governance and institutional accountability at the local level.


  • Analyze and lead the design of enhancement programs to strengthen the governance of integrated local health systems.
  • Improve the use of gender-and-adolescent-responsive and inclusive health services.
  • Generate ideas and insights based on health systems indicators, trends, and developments.
  • Prepare technical papers/documents and provide inputs on reports.
  • Conduct regular field visits to provide technical assistance.
  • Attend relevant network meetings for consultation and shared learning.
  • Support emergency response activities as needed.


  • Bachelor’s degree in Public Health, Health Policy, Health Management, or related field.
  • 4-5 years of experience in health system strengthening, preferably in marginalized areas in the Philippines.
  • Expertise in project design, implementation, and evaluation, with a focus on universal health care.
  • Strong understanding of gender transformative programming, advocacy, and community engagement.
  • Excellent communication and writing skills.
  • Ability to work collaboratively in a diverse team.
  • Openness to conduct fieldwork in project areas.
  • Based in the Philippines and a Filipino national.

Additional Information:

  • Anticipatory hiring with target onboarding in March 2024.
  • Location: Makati City, with travel to project sites.
  • Type of Role: Project-based (until March 2029).
  • Reports to: Project Manager.
  • Hybrid Working Arrangements available.
