WHO is leading the implementation of the Health Systems Strengthening (HSS) component of the Health Sector Transformation Project (HSTP) under the Multi-Donor Trust Fund (MDTF). The HSTP aims to enhance efficiencies, reduce transactional costs, and improve the health system and service delivery impact. The HSTP comprises two components: health service delivery (HSD) and health system strengthening (HSS). WHO requires a program assistant to support day-to-day program and financial activities related to HSS.

Duties and deliverables:

  • Review obligatory documents, update files, and transfer funds as instructed.
  • Ensure the completeness of contractual documents, earmark funds, and follow up on payment requests.
  • Prepare purchase requisitions for IT equipment and other assets.
  • Track contract extensions and renewals, ensuring fund availability.
  • Monitor program implementation and report issues, delays, and inconsistencies.
  • Draft correspondence, finalize reports, and analyze incoming correspondence and requests.
  • Provide bi-weekly administrative updates in the ULC cluster.

Deliverables Include:

  • Project funds obligated and updated in GSM; funds transferred
  • Contract documents reviewed, and payments followed up
  • Purchase requisitions for goods and services created and approved
  • Contract extensions tracked and renewed
  • Program implementation tracked for issues, delays, and inconsistencies
  • Bi-weekly administrative updates provided in ULC cluster

Qualifications and Experience:

  • Educational: a bachelor’s degree in finance and administration. Knowledge of general administrative and HR policy theory and procedures.
  • Experience: A minimum of 5 years of relevant experience in program and administrative support positions, preferably with experience in WHO or other UN agencies.
  • Skills: demonstrated skills in program administration, finance, and effective writing. Proficiency in Microsoft applications, especially Excel.

Languages: Expert knowledge of English.
