Job Title: Strategic Learning Lead

Location: Antananarivo, Madagascar

Contract Duration: 4 years and 1 month

Reporting to: Governance & Wash System Advisor

General Functions:

The Strategic Learning Lead promotes a culture of continuous learning for improved implementation based on evidence. They work closely with the DCOP and Project Senior Advisors to ensure analysis of needs, capacity development, and transfer to local organizations and project partners on all project components. They coordinate documentation, dissemination of learning products, and information management by developing partnerships with international and national platforms, such as Global Waters, Agenda for Change, and Ran’eau.

They supervise a knowledge management specialist and two capacity building specialists, one for technical components and the other for operational support.

Responsibilities:

  • Promote a culture of continuous learning within the project
  • Administration and Finance
  • Leadership and Human Resources

Qualifications and experience:

  • Master’s degree or higher in adult education and training sciences, communication, information sciences, journalism, economics/planning, project management, or development studies. Certificates in knowledge management will be an additional asset.
  • minimum of 5 years of experience in a similar position and team management
  • Knowledge of the CLA principle and its applications is an asset.
  • Knowledge of electronic knowledge management platforms
  • Understanding the context of the WASH sector (an asset)
  • Demonstrated expertise in knowledge management, organizational learning, and capacity building in international development projects
  • Proven experience in capturing, synthesizing, disseminating, and using relevant technical knowledge to guide effective programmatic decision-making
  • Experience in facilitating learning processes and knowledge sharing

Required Skills and Competencies:

  • Strong interpersonal skills and the ability to network and communicate to develop and maintain strategic working relationships with local government authorities, community leaders, community organizations, donors, partners, and other stakeholders
  • Attention to detail and excellent time management skills with the ability to meet deadlines and deliver required results in a timely and quality manner
  • Ability to use information technology to plan, implement the learning process, and valorize and disseminate results
  • Strong communication, persuasion, and influencing skills. clear and fluent speaker expresses opinions, information, and key points of an argument clearly
  • Excellent writing skills and ability to formulate strategies and concepts
  • Knowledge and familiarity with procedures and requirements for USAID-funded projects (an asset)
  • Demonstrated commitment to gender equity, diversity, and inclusion
  • Written and oral proficiency in English, French, and Malagasy languages
