Purpose of the Post:

The Technical Officer (Asia Pacific Observatory) position aims to contribute to the Public Health program in the Asia Pacific Observatory, situated within the Division of Health Systems and Services in the Western Pacific Regional Office of WHO. The incumbent will provide technical support and input to counterparts within and outside WHO, facilitating the implementation of policies promoting health, preventive measures, investigation, surveillance, preparedness, and control of various public health initiatives and activities. Additionally, the position will involve participating in the analysis and implementation of public health activities.

Overview of the Programme:

The Division of Health Systems and Services supports WHO Western Pacific Region Member States in building resilient, responsive, and sustainable health systems. The Asia Pacific Observatory (APO) operates as a collaborative partnership involving interested governments, international agencies, the research community, and foundations. APO, under the Division of Health Systems and Services, aims to be a knowledge broker between researchers and policymakers, producing evidence to inform health policymakers and fostering evidence-informed decision-making within the Asia Pacific region.

Organization Context:

The incumbent will report directly to the Director of APO and work as part of a team with other specialists at Headquarters, Region, and Country Offices. The role involves supporting the analysis and implementation of Public Health activities and initiatives, including information exchange with counterparts, multiple stakeholders, United Nations agencies, donors, and academic institutions. Under the guidance of the Director, APO, the incumbent will contribute to the development, review, and communication of APO products on health systems and policies, collaborating with internal and external partners.

Summary of Assigned Duties:

Generic Duties:

  1. Conduct analysis and research on public health topics to contribute to the development of public health programs and activities.
  2. Participate in drafting public health guidelines and propose input on a plan of action for existing public health policies and health systems.
  3. Assist in monitoring work plans and budgets, including resource mobilization, and follow up on the implementation of planned activities.
  4. Analyze information on best practices in Public Health and health systems and report findings to Responsible Officer.
  5. Participate in capacity building in the area of public health systems and the management and financing of the systems.
  6. Contribute to the drafting of public health reports and act as a focal point for Public Health topics in the area of work.
  7. Perform all other related duties as assigned.

Specific Duties:

  1. Participate in the oversight of APO research work on the production of health system transition reviews, policy briefs, and comparative country studies on various health system topics.
  2. Contribute to research projects managed by the APO Secretariat, including secondary publications from other APO products.
  3. Collaborate with colleagues in WHO WPRO and SEARO to develop and disseminate APO products, including developing relevant content across various electronic media platforms.
  4. Assist in APO management practices, including updating various management documents.
  5. Support the APO Director in the preparation and running of APO Board meetings.

  3. Organizational skills, with the ability to work within strict deadlines.
  4. Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.
  5. Good analytical skills and ability to analyze and synthesize information from multiple sources.

Education:

  • Essential: A university degree in a science or health field.
  • Desirable: Masters level degree in public health, global health, health journalism, or another related field.

Experience:

  • Essential: At least 2 years of experience in the general public health area.
  • Desirable: Experience working on public health-related research and publishing.

Language:

  • Expert level in English.

Other Skills:

  1. Knowledge of Google Analytics and Microsoft’s suite of different software.
  2. Ability to develop innovative approaches and solutions.
  3. Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political, and cultural backgrounds, and maintaining a high standard of personal conduct.
