Objectives of the Programme: Administrative Support Units (CSUs) have been established within the organizational structure to assist service directors and staff members in fulfilling their responsibilities within the Global Management System (GSM) environment. The Assistant Procurements reports to the Operations Manager and provides technical support to managers and staff in managing transactions related to procurement.

Description of Duties:

  • Assist in forecasting procurement needs based on the procurement plan.
  • Support the implementation of procurement activities and participate in meetings with suppliers or units.
  • Develop tender documents for goods and services.
  • Publish procurement calls and contact suppliers for restricted tenders.
  • Initiate correspondence with both selected and non-selected suppliers after the selection process.
  • Process cost analysis requests for purchases of items and services outside the catalog.
  • Initiate requisitions in the system (GSM) and ensure their tracking and approval.
  • Assist in monitoring and updating procurement requests.
  • Assist in selecting and justifying non-economically advantageous offers.
  • Support in evaluating requests for external services based on WHO policies.
  • Acknowledge receipt of payments for goods and services in the GSM.
  • Follow up with the Finance Unit for supplier invoice settlement.
  • Maintain accurate records and archives of all office purchases.
  • Manage supplier creation process and conduct quarterly and annual supplier evaluations.
  • Produce quarterly statistics on office purchases and the annual report on goods and services purchases.

Required Qualifications:

  • Education: Secondary school diploma followed by training in Administration and Management.
  • Desirable: Bachelor’s degree in Administration and Management.
  • Experience: Minimum of 10 years of experience in a recognized public or private institution.
  • Desirable: Experience in administrative support roles or procurement monitoring within WHO or another UN agency. Experience with Oracle-based systems or similar ERP systems is an advantage.
  • Skills: Proficiency in WHO rules, regulations, and procedures, particularly in recruitment. Computer literacy, including MS Word, MS Excel, and experience with GSM and report writing. Ability to build and maintain relationships with individuals of different nationalities and at various levels.

Remuneration: WHO offers an attractive remuneration package, including an annual net base salary starting at KMF 7,282,000 and 30 days of annual leave.
