JOB DESCRIPTION

Result of Service:

Expected outcomes include:

  • Availability of a detailed report analyzing social and legal dynamics of judicial response to sexual violence in Guinea, with a particular focus on social, cultural, institutional, and legal factors influencing judicial response to these crimes, including implementation of recommendations from human rights promotion and protection mechanisms.
  • Advocacy note, including recommendations, for improving the legal framework, strengthening capacities of judicial actors, raising societal awareness, and providing increased support to victims.
  • Roadmap for implementation of recommendations from the study.

Work Location: Conakry, Guinea

Expected duration: Two months

Duties and Responsibilities:

Under the general supervision of the Regional Representative of OHCHR-WCA and the Country Representative of OHCHR in Guinea, and under the direct supervision of the national coordinator and regional project coordinator, the consultant will perform the following tasks:

  1. Propose a comprehensive, inclusive, and participatory work methodology, integrating the overall process of conducting the work and a timeline of activities.
  2. Conduct documentary and analytical review of various initiatives on the issue (studies, legislation, recommendations from human rights mechanisms, etc.).
  3. Consolidate and exploit the collected information in a participatory process of validating planned activities, including identifying key challenges, concrete and context-appropriate actions, national priorities, implementation strategies, clearly defined responsibilities of different actors, required resources and partnerships, implementation schedule, and monitoring and evaluation plan.
  4. Present initial study results to the national steering committee and incorporate their observations.
  5. Support the organization of a workshop for exchange and validation of results and proposals.
  6. Finalize the study, taking into account observations and amendments from the validation workshop and final recommendations.

Qualifications/special skills:

  • Minimum master’s degree in humanities, preferably in law, sociology, or related fields. A higher degree than master’s will be considered an asset.
  • Good knowledge of international, regional, and national legal instruments and mechanisms for the promotion and protection of human rights, especially those concerning children.
  • Good understanding of the legal and policy framework related to women’s and children’s rights in Guinea, as well as challenges.
  • Ability to independently conduct study and analysis, identify problems, formulate opinions, and present conclusions and recommendations.
  • Demonstrated skills in conceptual analysis and evaluation.
  • Proficiency in computer tools (Word, Excel, and other relevant software).

Languages:

Fluency in spoken and written French and good knowledge of English. Ability to write clearly and concisely and communicate orally effectively.
