Organizational Setting: The Liberian government is reforming the agriculture sector, focusing on providing a legal and policy framework for managing zoonotic diseases and animal health. This includes the development of Veterinary and Animal Health Disease Law, led by the Ministry of Agriculture’s Department of Technical Services, aligned with the One Health approach.
Reporting Lines: Under the technical supervision of the FAO Development Law Service (LEGN), overall supervision of the FAO Representative in Liberia, and collaboration with various stakeholders including the Minister of Agriculture, the consultant(s) will lead the drafting and finalization of the Veterinary and Animal Health Disease Law.
Technical Focus: The specialist will ensure the delivery of a comprehensive legal framework covering all relevant areas of animal health, delineating responsibilities and authorities for effective enforcement. This includes addressing veterinary medicines, provision of veterinary services, food safety, slaughterhouse regulations, and wildlife protection.
Tasks and Responsibilities:
- Conduct a national legal report analyzing the regulatory framework and implementation arrangements.
- Develop comprehensive legislation covering veterinary medicines, services, food safety, slaughterhouses, wet markets, and wildlife protection.
- Align draft law with international and regional legal frameworks and incorporate stakeholder feedback.
- Prepare a final report with recommendations for approval and implementation.
Minimum Requirements:
- Law Degree from an accredited law school.
- At least five (5) years of experience in agriculture, health, or veterinary legislation.
- At least five (5) years of experience in legal drafting, including in Liberia.
- Working knowledge of English level C.
- National of Liberia or resident with a valid work permit.

- Proficiency in MS Office and relevant IT tools.
Selection Criteria:
- Advance law degree or PhD in law (asset).
- Experience with relevant development partners and national institutions.
