Background and Objective: The COVID-19 pandemic highlighted the need for improved digital infrastructure in education systems. UNESCO aims to support the use of digital innovation to enhance educational opportunities and advance inclusion, quality, and relevance of learning. This includes developing digital literacy and competencies among teachers and students. However, many Technical and Vocational Education and Training (TVET) systems still face challenges in integrating digitalization effectively.

Purpose of the Assignment: To provide UNESCO’s technical and advisory support to Member States in the Asia-Pacific region, an Individual Specialist is required. The specialist will focus on developing a comprehensive work plan on TVET and ICT to transform education in the region. This includes analyzing policy trends, identifying barriers and opportunities, and providing advisory support aligned with UNESCO’s work plans.

Duties and Responsibilities:

  • Provide professional advice and lead international program development in TVET, ICT, and entrepreneurship education.
  • Implement UNESCO’s Strategy for TVET, with a focus on identifying skills for the transition to digital and green economies.
  • Ensure effective implementation and monitoring of current projects in TVET and ICT.
  • Support activities of the UNESCO-APEID Entrepreneurship Education Network.
  • Contribute to UNESCO’s Education Support Strategy in the Asia-Pacific region.

Deliverables and Timelines: The Individual Specialist will deliver various reports, progress updates, and guidelines related to ongoing projects and initiatives within specific timelines.

Required Qualifications:

  • Advanced university degree in education, social sciences, international studies, or a related field.
  • Minimum of ten years of relevant professional experience in education research and capacity development.
  • Experience working with TVET and ICT-related agencies in the Asia-Pacific.
  • Skills in project management, coordination, communication, and stakeholder engagement.

Languages:

  • Excellent knowledge of English (written and spoken)

Desirable Qualifications:

  • Understanding of UNESCO’s mandate and work in the education sector.
  • Previous experience working with UN or international organizations.
  • Research experience and leadership skills.
