1. Purpose of the Consultancy

The consultancy aims to support administrative and operational aspects of the Iran COVID-19 Emergency Response Project–Additional Financing (ICERP-AF). This initiative, led by WHO in collaboration with the World Bank and the Ministry of Health and Medical Education (MOHME), seeks to enhance healthcare access in Iran by deploying medical and laboratory equipment across the country.

2. Background

The ICERP-AF initiative builds upon the initial response project initiated in 2020 to address the challenges posed by the COVID-19 pandemic in Iran. The consultancy will contribute to the timely completion of the project objectives by July 31, 2024.

3. Planned Timelines

  • Start Date: May 1, 2024
  • End Date: July 31, 2024

4. Work to be Performed

Under the supervision of WHO Health Emergency Programme (WHE) Team Lead, the consultant will:

  • Develop and implement a three-month action plan for project completion.
  • Analyze procurement options, prepare progress reports, and evaluate overall project processes.
  • Attend project meetings, manage customs clearance, and submit a comprehensive consultancy report.

5. Specific Requirements

  • Qualifications Required:
    • First University degree in public or business administration, supply chain management, or related field.
    • Desirable: Professional certification/qualification in project management, supply chain management, and monitoring & evaluation.
  • Experience Required:
    • Up to five years of related experience in managing large-scale projects in emergencies.
    • Desirable: Prior experience with WHO/UN, multilateral bank, or humanitarian organizations.
  • Skills / Technical Skills and Knowledge:
    • Knowledge of project management in an emergency context, logistics, and procurement.
    • Excellent analytical, organizational, and interpersonal skills.
  • Language Requirements:
    • Excellent knowledge of English.

6. Place of Assignment

Tehran, Iran

7. Medical Clearance

The selected Consultant must provide a medical certificate of fitness for work.

8. Travel

The Consultant is expected to travel within Tehran for in-person meetings as required. All travel arrangements will be made by WHO.
