About the Organization: The United Nations Organisation Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) is a peacekeeping mission established by the United Nations Security Council to support peace and stability in the Democratic Republic of the Congo (DRC). MONUSCO’s mandate includes various activities aimed at protecting civilians, facilitating humanitarian assistance, and supporting the political process in the DRC.

Position Summary: MONUSCO is seeking a qualified Procurement Officer to join its team in Goma, Democratic Republic of the Congo. The Procurement Officer will be responsible for overseeing procurement activities, ensuring compliance with UN procurement rules and regulations, and facilitating the timely acquisition of goods and services required for MONUSCO operations in Goma.

Key Responsibilities:

  • Develop and implement procurement plans in coordination with relevant stakeholders.
  • Prepare and issue solicitation documents, such as requests for quotations (RFQs) and invitations to bid (ITBs), ensuring clarity and compliance with UN procurement rules.
  • Evaluate bids and proposals received from vendors, conduct price and cost analysis, and negotiate contracts and agreements as necessary.
  • Monitor procurement processes and provide regular updates on the status of procurement activities to management and stakeholders.
  • Ensure compliance with procurement policies, procedures, and ethical standards, including the UN Supplier Code of Conduct.
  • Liaise with vendors and suppliers to resolve issues and ensure timely delivery of goods and services.
  • Maintain accurate procurement records and documentation, including contract files, vendor profiles, and procurement reports.
  • Provide guidance and support to staff on procurement-related matters, including training and capacity-building initiatives.
  • Participate in the development and implementation of procurement-related policies and procedures to enhance efficiency and transparency.

Qualifications:

  • Bachelor’s degree in business administration, supply chain management, procurement, or a related field. Advanced degree preferred.
  • At least five years of progressively responsible experience in procurement, logistics, or supply chain management, preferably in a large international organization or government agency.
  • Strong knowledge of procurement principles, practices, and procedures, as well as familiarity with UN procurement rules and regulations.
  • Experience in conducting competitive bidding processes, evaluating bids, and negotiating contracts.
  • Excellent analytical, negotiation, and communication skills, with the ability to interact effectively with a diverse range of stakeholders …
