Terms of Reference

Organizational Context:

The UNHCR Office in Kuala Lumpur conducts Refugee Status Determination (RSD) under its mandate in the absence of national asylum procedures. The RSD Unit focuses on enhancing protection and asylum space, addressing protection and solutions needs, and engaging in ongoing dialogue with the Malaysian Government on a national refugee policy.

The Position:
The Protection Assistant provides functional support to the RSD staff by monitoring incoming referrals, creating and assigning cases, scheduling interviews, notifying applicants of decisions, managing correspondence, maintaining records, and coordinating interpreter and interview room bookings.

Additional Information:

• The position is offered under a UNOPS Local ICA contract until 31/12/2024 with the possibility of extension.
• Fluency in English and Malay languages is required.
• Proof of vaccination against Covid-19 is mandatory.
• Only short-listed candidates will be notified.
• Remuneration includes a monthly net salary between MYR 3,449.83 and MYR 4,369.83 depending on experience.

Standard Job Description

Duties:

• Provide functional and administrative support in all protection-related programming.
• Implement participatory approaches, needs assessments, monitoring, reporting, and case management.
• Support assessments on durable solutions.
• Facilitate liaison with authorities for document issuance.
• Draft reports, correspondence, and update databases.
• Enforce integrity in protection service delivery.
• Perform other related duties as required.

Minimum Qualifications:

• 1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher.
• Protection Certificate.

Functional Skills:

• Protection-related guidelines, standards, and indicators.
• Refugee Protection Principles and Framework.
• Computer Literacy.

Language Requirements:

• Fluent in English and Malay.
