The International Labour Organization (ILO) is seeking a qualified candidate for the position of Technical Cooperation Project Officer to support the implementation of the ILO FAIRWAY Programme, Phase II (2024–27). This interregional programme focuses on improving labour migration governance in the Africa-Arab States corridor through various interventions aimed at enhancing dialogue, strengthening decent work outcomes for women migrant workers, and increasing the protection and empowerment of migrant workers.

Responsibilities:

  1. Support Programme Implementation: Assist the Programme Manager in executing project activities, delivering outputs, and monitoring progress in alignment with ILO policies and project strategies.

  2. Reporting and Oversight: Develop and implement a reporting process to ensure effective oversight of all Africa region components of the inter-regional programme, liaising with regional management as necessary.

  3. Technical Expertise: Provide technical expertise on labour migration throughout the project lifecycle, collaborating with tripartite constituents, country offices, and relevant stakeholders to ensure gender mainstreaming and adherence to ILO policies.

  4. Coordination and Synergy: Foster coordination and synergy with other ILO projects and initiatives in the thematic area of labour migration, both regionally and globally.

  5. Documentation and Analysis: Coordinate or contribute to the development of studies, reports, training materials, and other relevant documents, ensuring high-quality analysis and reporting to the program donor.

  6. Capacity Building: Identify training needs and organize workshops and meetings to reinforce professional capabilities among stakeholders, including tripartite partners, civil society, and staff.

  7. Stakeholder Engagement: Strengthen relationships and coordinate with governments, employers’ and workers’ organizations, NGOs, target groups, donors, and other UN counterparts to advance project objectives.

  8. Monitoring and Evaluation: Ensure robust monitoring of activities, analyze results, and report to the program donor in a timely manner.

  9. Knowledge Management: disseminate program materials, develop information databases, and contribute to knowledge-sharing activities within the organization and with external partners.

  10. Resource Mobilization: Support local resource mobilization efforts with bilateral and multilateral donors to develop future project activities linked to the program.

Qualifications:

  • Education: Advanced university degree (master’s or equivalent) in law, political science, sociology, economics, gender studies, development studies, or another relevant field. A bachelor’s degree with additional relevant experience may be accepted.

  • Experience: At least five years of relevant professional experience, including field experience in development cooperation projects, preferably in labour migration and gender-related areas. Familiarity with ILO policies and procedures is desirable.

  • Languages: Excellent command of English, both written and spoken.

  • Excellent written and verbal communication skills.
  • Proficiency in analytical tools and techniques.
  • Capacity to oversee consultants and work effectively in a team.
  • Ability to establish and maintain effective relationships with stakeholders.
  • Cross-cultural sensitivity and commitment to gender equality and non-discrimination.

Conditions of Employment:

  • Appointments are subject to ILO Staff Regulations and relevant internal rules.
  • A medical fitness certification is required.
  • A contract extension is subject to the availability of funds, continuing need, and satisfactory performance.
