Summary:

UNRWA is seeking an Assistant Programme Officer to join its team in Wadi Halfa, Sudan. The incumbent will provide support in assessing needs, developing protection and solutions strategies, and coordinating programmatic approaches. This role requires experience in programme management, results-based management, and stakeholder coordination within a humanitarian context.

Key Responsibilities:

  1. Needs Assessment: Assist in assessing the needs of persons of concern using an Age, Gender, and Diversity (AGD) perspective and participate in planning processes accordingly.

  2. Strategy Development: Support the development of multi-year protection and solutions strategies and annual plans, aligning with corporate priorities and operational plans.

  3. Programme Management: Contribute to Results-Based Management and program capacity building, ensuring compliance with planning parameters and standards outlined in the Programme Manual.

  4. Monitoring and Reporting: Review and analyze plans, mid-year, and year-end reports of UNRWA offices in the region. Ensure quality assurance and compliance with established policies and standards.

  5. Partnership Coordination: Broaden partnerships with key stakeholders to maximize the protection and solutions response. Implement partnership agreements and conduct risk-based project performance monitoring.

  6. Monitoring Systems: Ensure consistent and coherent monitoring approaches, tools, and systems within the Area of Responsibility (AoR), in line with global standards and policies.

  7. Capacity Development: Contribute to UNRWA’s programming community of practice and continuously improve programming tools and processes.

  8. Problem Solving: Identify potential gaps and problems and recommend appropriate solutions to ensure efficient implementation of program activities.

Minimum Qualifications:

  • Undergraduate degree in Economics, Business Administration, Social Sciences, or relevant field.
  • Minimum of 1 year of relevant experience in programme management, preferably in a humanitarian context.
  • Experience in Results-Based Management, joint needs assessments, and principles of targeting.
  • Proficiency in UNHCR’s programmes, stakeholder management, and coordination with implementing partners.

Desired Qualifications:

  • Experience in coordination within an inter-agency context and engagement with multiple actors, including implementing partners and community structures.
  • Sound experience in program management training, joint monitoring, and managing for results.
  • Strong communication, negotiation, and conflict resolution skills.

Language Requirements:

  • Proficiency in English and/or UN working language of the duty station.
  • Knowledge of the local language is desirable.
