Background:

WHO is leading the implementation of the Health Systems Strengthening (HSS) component of the Health Sector Transformation Project (HSTP) under the Multi-Donor Trust Fund (MDTF), focusing on enhancing efficiencies and improving health system delivery. The HSS component involves various program areas, including Health Information Systems (HIS), aimed at aligning with the Health Sector Strategic Plan (2023-2027).

Duties and Deliverables:

  • Provide leadership and technical expertise for the integration and interoperability of health data systems.
  • Conduct consultations, propose integration solutions, and develop training plans.
  • Support the Annual Health Sector Performance Review (AHSPR) and develop the Annual Health Sector Performance Report.
  • Lead the development of Support Supervision and Monitoring manuals and tools.
  • Establish a centralized repository for population-based survey documents.
  • Develop a Ministry of Health Statistical Abstract.

Deliverables Include:

  • Inception report and detailed work plan
  • Integrated/interoperable data systems
  • AHSPR meeting conducted and report produced
  • Support supervision and monitoring manuals and tools developed
  • A central repository for survey reports established
  • Final Health Statistical Abstract report

Qualifications and Experience:

  • Educational: Advanced university degree in Health Information Management, Monitoring and Evaluation, or public health with training in information management.
  • Experience: Minimum 7 years’ professional experience in health information and data management, monitoring and evaluation, and performance reporting, preferably in developing countries or fragile state settings.
  • Skills: expertise in health information systems, data management, monitoring and evaluation, and report writing. Ability to provide technical advice and work effectively in teams.

Languages: Expert knowledge of English.
