Background:
The World Health Organization (WHO) has been tasked with implementing the Health Systems Strengthening (HSS) component of the Health Sector Transformation Project (HSTP) under the Multi-Donor Trust Fund (MDTF), managed by the World Bank. This initiative aims to enhance health system efficiency and service delivery impact in South Sudan. The HSTP comprises two components: Health Service Delivery (HSD) and Health Systems Strengthening (HSS), with UNICEF and WHO responsible for implementation, respectively.
Duties and deliverables:
Duties:
- Develop and implement a project strategy in collaboration with the Ministry of Health (MoH) and partners.
- Coordinate with WHO clusters to organize and manage HSS activities effectively.
- Oversee mechanisms for coordination, planning, implementation, monitoring, and reporting.
- Monitor the technical and financial progress of the HSS component against project indicators.
- Establish and maintain strategic partnerships with the MoH and relevant stakeholders.
- Support the day-to-day implementation of project activities at national and subnational levels.
- Assist in the recruitment, supervision, coaching, and mentoring of project staff.
- Represent the organization in meetings and workshops related to the HSTP project.
- Explore opportunities for additional resource mobilization for the project.
- Ensure project visibility and advocacy in collaboration with the communication officer.
- Identify potential risks and coordinate with stakeholders to address them.
Deliverables:
- Develop and implement project strategy and guidance.
- Establish inter-cluster coordination for effective management of HSS interventions.
- Submit monthly project monitoring reports.
- Submit monthly project technical and financial reports.
- Organize HSTP meetings and workshops.
- Secure funding through resource mobilization.
- Provide visibility and advocacy reports.
- Develop a risk mitigation plan.
Qualifications, Experience, Skills, and Languages:
Educational Qualifications:
- Essential: a university degree in medicine or a related field with a master’s degree in public health or health policy, planning, and financing.
- Desirable: training in project management, monitoring and evaluation, or health systems.
Experience:
- Essential: Minimum five (5) years’ experience in managing public health and development programs at national and international levels, including working in fragile, conflicted, and vulnerable countries.
- Essential: hands-on experience in developing and/or managing multi-sector partnership health systems strengthening programs.
- Desirable: Experience in the UN system or international NGOs.
