About this Job:
We are seeking a consultant specialized in Program and Project management to coordinate the technical assistance strategy and manage the portfolio of the Biobusiness Program (“The Program”). As an IDB Group consultant, your primary responsibility will be to coordinate operational and technical procedures for executing the Technical Assistance of the Biobusiness Program, ensuring all necessary activities are conducted to provide technical assistance and manage the Program effectively.
You will work in the area of Environment, Rural Development, and Disaster Risk Management (RND), in collaboration with the Connectivity, Markets, and Finance team of the IDB (CMF), responsible for working with the public sector to design financing solutions that mobilize private investments and ensure inclusive and sustainable development. Additionally, you will collaborate with the Ministry of the Environment (MINAM), the Executing Agency of the Biobusiness Program.
Key Responsibilities:
- Prepare a work plan for the development, implementation, supervision, and evaluation of Technical Assistance (TA) services for financial entities and beneficiary Biobusinesses in the Peruvian Amazon, under the PE Loan Program -L1258.
- Develop the proposed team structure and specialist profiles to support coordination of Technical Assistance provision, supervision, and evaluation for program beneficiaries.
- Identify and profile Biobusinesses eligible for the Program within the coverage scope.
- Identify potential Technical Assistance providers and assess their capacity and interest in delivering services.
- Develop a Proposal for TA packages to achieve Program goals.
- Coordinate execution, support, and supervision of TA provided to beneficiaries and monitor and evaluate TA components.
- Perform other duties as designated by the IDB and/or MINAM related to the Biobusiness Program’s functioning.

Qualifications:
- Education: Bachelor’s degree in Economics, Administration, Management, Strategic Management, or related fields. Master’s degree preferred.
- Experience: Minimum 10 years of general experience in program or project management, with at least 8 years specifically in managing or leading projects with Technical Assistance for company or sector development. Knowledge of project management standards, international cooperation, and small business development, particularly in the Peruvian Amazon, is desirable.
- Language: Proficiency in Spanish.

Requirements:
- Citizenship: Citizen of Peru or a member country of the IDB with legal permission to work in Peru.

- Contract Type and Duration: External Products and Services Consultant (PEC), 6 months duration, remote work.
