Standard Job Description

Position Title: Resettlement Associate

Organizational Setting and Work Relationships:

A Resettlement Associate position is typically located at a Multi-Country Office, Branch Office, or Field Office. Under supervision, the incumbent assists in providing continuous support to resettlement operations, ensuring that resettlement policies are correctly implemented, and operations are supported in establishing comprehensive protection and solutions strategies. They assess cases for resettlement, conduct interviews, and monitor procedural compliance and the quality of case submissions. The role may involve managerial responsibilities in supervising, coaching, and training junior staff, and assisting in implementing organizational objectives and priorities.

Duties:

  • Interview, assess resettlement needs, and process persons identified for resettlement, following established procedures; undertake field missions as required.
  • Review and assess special resettlement cases, prepare individual submissions for presentation to resettlement countries, and liaise with offices on case processing.
  • Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases.
  • Follow up on the status of cases from submission to departure, ensuring effective communication and record-keeping.
  • Provide accurate information on UNHCR’s resettlement policies and procedures to PoC and partners.
  • Monitor the quality of submissions, providing guidance and advice to concerned staff.
  • Manage and maintain resettlement databases and provide technical support.
  • Coordinate travel and departure arrangements for refugees accepted for resettlement.
  • Organize logistical support for government resettlement missions and maintain accurate resettlement statistics and records.
  • Assist in preparing strategies and budgets for resettlement activities and monitoring expenditures.
  • Provide administrative support for resettlement-related training activities and apply an Age, Gender, and Diversity perspective in all aspects of the resettlement process.
  • Assist in mitigating resettlement fraud through oversight and guidance and recommend eligible cases for resettlement consideration.
  • Provide counseling to PoC.

Minimum Qualifications:

  • Education & Professional Work Experience:
    • For G6: 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.
  • Certificates and/or Licenses:
    • International Law, International Relations.
  • Functional Skills:
    • Cross-cultural communication, Refugee Resettlement programs, Resettlement Anti-Fraud Policy and Procedures.
  • Language Requirements:
    • Knowledge of English and UN working language of the duty station if not English.

Operational Context 2024: Colombia hosts over 2.8 million Venezuelans, with many in the process of regularization. Conflict and armed violence continue to uproot Colombians, while Afro-Colombians and indigenous people are disproportionally affected. UNHCR supports the Temporary Protection Status (TPS) for Venezuelans and advocates for lawful pathways, including resettlement, to prevent irregular journeys.
