Overview of the Programme

The WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS) to actively support the development and implementation of national health policies, strategies, and plans. This aims at promoting access to and utilization of affordable and quality health services, along with improving financial protection against health-related risks.

The Ministry of Health and Family Welfare – Government of India (MoHFW), with WHO technical support, has developed and implemented a web-enabled, near real-time electronic information system called the Integrated Health Information Platform (IHIP). IHIP, an essential part of India’s National Digital Health Plan, serves as a single, centralized mechanism to integrate health information across various national programs and entities.

WHO’s mandate revolves around six (6) leadership priorities, including advancing universal health coverage, addressing non-communicable diseases, and implementing the provisions of the International Health Regulations (2005). The South – East Asia Region (SEAR) of WHO comprises 11 countries, including India, and is guided by the common value of the highest attainable standard of health as a fundamental human right.

Mission of the WHO Country Office for India

The mission of WHO India is to improve the quality of life of the 1.3 billion people in India by supporting the government in various health initiatives, including disease prevention, promoting healthy lifestyles, and strengthening health systems for Universal Health Coverage (UHC).

The current vacancy aims to strengthen the IHIP IT team support to the MoHFW.

Description of Duties

The incumbent will provide technical guidance and support for day-to-day operations, maintenance, and all aspects of the application development and user credential management for Integrated Health Information Platform (IHIP) and related software modules. Key responsibilities include:

  • Providing technical guidance and support to the applications developer team
  • Designing, developing, and deploying IHIP applications
  • Tracking source code changes and following agile development processes
  • Overseeing security audit processes for IHIP applications
  • Supporting the transition and handover process to the MoH&FW

QUALIFICATIONS REQUIRED

Education:

  • Essential: Bachelor’s Degree in computer science or Computer applications or any related field
  • Desirable: Postgraduate degree in computer science or related field

Experience:

  • Essential: Two years of design, development, and deployment of web applications using Java Spring Boot Technologies, with front-end technology Angular JS/Angular and PostgreSQL Database, along with mobile App development for Android using ionic Angular/React. Two years of experience in supporting and maintenance of Health Information Systems for government or similar requirements.
  • Desirable: Expertise in Front end technologies, experience in production support and maintenance of enterprise-level web applications, experience with Full Stack technology, API Integration, and mobile app development and publishing.

Functional Skills and Knowledge:

  • Full stack JAVA/Angular developer
  • Excellent understanding of IHIP platform or similar health information platforms

  • Ability to independently develop applications and deploy, maintain and manage change on Linux/Ubuntu Operating Systems

Language Skills:

  • Essential: Excellent knowledge of written and spoken English and working knowledge of at least one other national language.

Remuneration: Monthly remuneration is INR 2,06,377 taxable as per Indian laws. Appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. The candidate could be posted anywhere in India as per project needs.
