Position Summary:

UNEP is seeking a qualified consultant to support Contracting Parties in the development of new National Action Plans (NAPs) for the period 2025-2035 under Article 5 of the Land-Based Sources (LBS) Protocol. The consultant will provide technical assistance and guidance to facilitate the formulation of comprehensive and effective NAPs aimed at addressing land-based pollution and its impacts on marine and coastal environments.

Key Responsibilities:

  • Provide technical expertise and support to Contracting Parties in the development of new National Action Plans (NAPs) under Article 5 of the LBS Protocol.
  • Conduct assessments of existing NAPs, identify gaps and areas for improvement, and assist in the formulation of strategies and action plans to address land-based pollution.
  • Facilitate stakeholder consultations and workshops to gather inputs and ensure the participation of relevant stakeholders in the NAP development process.
  • Assist Contracting Parties in setting priorities, defining objectives, and establishing targets and indicators for monitoring and evaluation.
  • Support the integration of best practices, innovative approaches, and lessons learned from other regions and countries into the development of NAPs.
  • Provide guidance on mainstreaming gender considerations, promoting social inclusion, and ensuring the participation of vulnerable and marginalized groups in NAP development.
  • Assist in the preparation of technical reports, briefing documents, and presentations to communicate findings, recommendations, and progress to stakeholders.
  • Collaborate with UNEP staff and partners to ensure coherence and alignment with other relevant initiatives and activities.

Qualifications:

  • Advanced degree (Master’s or equivalent) in environmental science, environmental management, marine biology, or a related field.
  • At least five years of professional experience in environmental policy, natural resources management, or related areas, with a focus on land-based pollution and marine/coastal ecosystems.
  • Demonstrated expertise in the development and implementation of National Action Plans (NAPs), particularly in the context of international environmental agreements or protocols.
  • Strong analytical, research, and problem-solving skills, with the ability to synthesize complex information and provide practical recommendations.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders, including government officials, technical experts, civil society organizations, and international partners.
  • Proven ability to work independently and as part of a multidisciplinary team in a fast-paced and dynamic environment.
  • Fluency in English (written and spoken) is required. Knowledge of another UN official language is desirable.
  • Experience working with the United Nations system or international organizations is an asset.
