Summary:

This position is located in the Bureau of the Comptroller and Global Finance Services (CGFS). The incumbent performs professional accounting activities, ensuring the financial operations of the Bureau are sound and in compliance with applicable legislation, regulations, policies, and standards.

Duties:

  1. Accounting Analysis: Perform accounting work involving the analysis and resolution of conventional accounting problems and issues.
  2. Internal Controls: Initiate and implement internal control measures to ensure the overall financial integrity of accounting databases/systems.
  3. Verification: Audit and verify commitment, obligation, and expenditure information, advising operating officials and management staff on specific accounting issues.
  4. Reconciliation: Reconcile documents, schedules, and statements with data in accounting systems.
  5. GS-11 Level (Additional Duties): Perform duties similar to GS-12 level but with less responsibility and independence, receiving closer supervision.

Requirements:

  • U.S. Citizenship is mandatory.
  • Subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Successfully pass the E-Verify employment verification check.

Qualifications: Applicants must meet one of the basic qualification requirements below:

  1. A degree in accounting and/or auditing OR a related field such as business administration, finance, or public administration, supplemented by 24 semester hours in accounting and/or auditing. OR
  2. A combination of education and experience, with at least 4 years of accounting experience and 24 semester hours in accounting or auditing courses. OR
  3. A certificate as a Certified Public Accountant or Certified Internal Auditor obtained through a written examination. OR
  4. At least 4 years of accounting experience, completion of requirements for a degree including substantial coursework in accounting or auditing, and successful work at the full-performance level in accounting or a related field.

For GS-11:

  • One year of specialized experience related to the work of the position and equivalent to at least GS-09 level. OR
  • Three full years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree. OR
  • A combination of graduate-level education and specialized experience equivalent to the GS-09 level.

For GS-12:

  • One year of specialized experience related to the work of the position and equivalent to at least GS-11 level.

Evaluation Criteria:

  • Knowledge of generally accepted accounting principles, concepts, and theories.
  • Financial analysis and evaluation techniques.
  • Ability to conduct studies to improve effectiveness, efficiency, and economy of operations.
  • Ability to organize, interpret, and evaluate financial and management data.
  • Research and interpretation of U.S. laws and regulations related to accounting/auditing procedures.
  • Effective oral and written communication.
