The Bureau of Comptroller and Global Financial Services, Global Compensation Directorate (CGFS/GC) at the Department of State is seeking a highly skilled Financial Analyst to contribute to the management and direction of compensation services and systems for American Foreign and Civil Service payroll, Locally Employed Staff payroll, and Retirement Accounts and Annuities.

Duties

As a Financial Analyst, you will play a crucial role in identifying financial and operational data essential for program management and direction. Your responsibilities include:

  • Conducting financial data analyses using advanced Microsoft Office skills and query knowledge to manipulate data for testing hypotheses, predicting outcomes, and making informed decisions.
  • Providing technical recommendations in the development, implementation, and oversight of new data analysis, storage, and compute technologies.
  • Analyzing new or proposed legislation or regulations to determine their impact on program operations and management.

Requirements

To be eligible for this position, you must meet the following conditions:

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must have at least 1 year of specialized experience equivalent to the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience providing advice and guidance related to current policy interpretation concerning data analysis, interpretation, and management.
  • Proficiency in using software programs to manipulate data for testing hypotheses, predicting outcomes, and making informed decisions.
  • Experience performing financial management analysis and developing, negotiating, and defending recommendations.

How You Will Be Evaluated

Your application will be reviewed to determine if you meet the qualification requirements. Applicants meeting the minimum qualifications will be assigned to one of three quality categories:

  1. Qualified: Basic level of required competencies.
  2. Well Qualified: Proficiency in some but not all required competencies.
  3. Highly Qualified: Full proficiency in all required competencies.

Highly Qualified applicants may be referred to the hiring manager for further consideration and possible interview. Your qualifications will be evaluated on competencies such as ability to communicate orally, apply financial management theories, use computer-based software systems, knowledge of accounting, financial management, and business operations, ability to interpret financial data, and provide analyses, as well as ability to communicate in writing.
