Description

The World Bank (WB) is a global partnership dedicated to ending extreme poverty and promoting sustainable development. The WB Finance & Accounting (WFA) Vice Presidency oversees financial reporting, internal controls, and client service functions. Within WFA, the Accounts Receivable, Payroll, and Tax division (WFAPT) seeks an experienced Accounting Officer to join its Tax function in Washington, DC.

Roles and Responsibilities

Technical Leadership and Project Management:

  • Research country tax laws and evaluate agreements to determine tax implications on WB compensation.
  • Collaborate with stakeholders and external partners to analyze complex tax issues and identify solutions.
  • Lead the design and development of system enhancements in coordination with ITS.
  • Administer the US tax allowance program and execute Business Continuity Plan procedures.
  • Support the Tax Supplement program, including research on tax implications for WB pension and processing payments.
  • Mentor junior staff and optimize processing standards to enhance productivity and client service.

Business Advisory, Data Analysis, and Reporting:

  • Serve as a functional expert on complex tax issues.
  • Analyze tax data and present findings to balance client needs with institutional requirements.
  • Ensure integrity of WB’s financial records through analysis of tax accounting data.
  • Develop tax allowance procedures and deliver training for staff impacted by tax law changes or new software.
  • Support analysis of risk, efficiency, and cost-effectiveness through development of key performance indicators.
  • Provide advice and support on WB tax allowance policies to business partners and staff.

Selection Criteria

Education & Experience:

  • Professional accounting qualification (e.g., CA, CPA, ACCA) and Enrolled Agent certification preferred.
  • Bachelor’s or Master’s degree in Accounting, Finance, or Taxation.
  • Minimum of 8 years of relevant work experience, including preparation and review of individual tax returns.
  • Project management and systems implementation experience desirable.

Knowledge, Skills, and Abilities:

  • In-depth knowledge of US and non-US individual income tax regulations, including pension distributions.
  • Strong understanding of tax calculations and the impact of different elements on final tax results.
  • Ability to learn and apply new technology effectively, with experience in system development projects.
  • Proficiency in analyzing tax and accounting data structures and recommending improvements.
  • Excellent judgment, communication, and interpersonal skills.
  • Ability to work effectively in a multicultural environment.
