Summary:

UNRWA is seeking an Assistant Finance Officer to join its team in Port Sudan, Sudan. The incumbent will provide technical support in financial transactions processing and ensure compliance with UNHCR and UN Financial Regulations and Rules. This role is pivotal in the implementation and coordination of Cash-Based Interventions (CBI) and requires active participation in multi-functional teams.

Key Responsibilities:

  1. Budget Management: Assess budgetary needs and monitor expenditure for administrative budgets. Analyze variances and propose adjustments as needed.

  2. Financial Transactions: Review and process vouchers, disbursements, and project expenditures in compliance with UNHCR rules and procedures.

  3. Cash Management: Propose monthly cash requirements, ensure timely replenishments, and maintain relationships with local banks.

  4. Accounting and Reporting: Prepare and process monthly accounts, financial status reports, and expenditure analysis. Ensure accuracy and adherence to standards.

  5. Petty Cash Management: Conduct regular checks of petty cash and cash accounts, verifying transactions for accuracy and compliance.

  6. Documentation and Compliance: Maintain proper documentation of financial transactions and ensure adherence to UNHCR regulations and procedures.

  7. Risk Management: Identify and manage risks related to financial operations, raise concerns, and seek opportunities for improvement.

  8. Coordination: Collaborate with multi-functional teams and Financial Service Providers (FSPs) to support the implementation and monitoring of CBIs.

Minimum Qualifications:

  • Undergraduate degree in Accounting, Finance, Public Administration, Business Administration, Economics, or related field.
  • Minimum of 1 year of relevant experience, or no experience with a Graduate degree, or no experience with a Doctorate degree.
  • Certified Public Accountant (CPA) or Internal Auditor (CIA) certification is desirable.
  • Proficiency in MS Office applications and excellent communication skills.

Desired Qualifications:

  • Experience in an intergovernmental organization, preferably with knowledge of UN financial rules and procedures.
  • Familiarity with accrual accounting standards (IFRS, IPSAS) and ERP systems like PeopleSoft/Oracle.
  • Ability to work effectively in a multi-cultural and multi-disciplinary team environment.

Language Requirements:

  • Proficiency in English and/or UN working language of the duty station.
  • Knowledge of the local language is an asset.
