Org. Setting and Reporting:

The position is located in the Office of the Secretary-General’s Envoy on Technology. Building on the work of the High-Level Panel on Digital Cooperation and consultations of multi-stakeholder roundtable groups, the United Nations Secretary-General issued a Roadmap for Digital Cooperation (A/74/821), which addresses how the international community can better harness the opportunities presented by digital technologies while addressing their challenges. In the General Assembly declaration on the commemoration of the 75th Anniversary of the United Nations (GA resolution 75/1), Member States recognized the importance of technology as a fundamental global issue and pledged to “improve digital cooperation” to maximize the benefits digital technologies can bring while curtailing risks. Member States also agreed that “the United Nations can provide a platform for all stakeholders to participate in such deliberations.” 

The Envoy

The Envoy was appointed by the Secretary-General to serve as a senior-level advocate and focal point for digital cooperation, lead the implementation of the Secretary-General’s Roadmap for Digital Cooperation by coordinating the range of activities envisaged therein, work closely with various UN entities and multi-stakeholder groups, facilitate dialogue on the recommendations of the Roadmap and related parts of the Common Agenda to accelerate global digital cooperation, seize the opportunities presented by technology while mitigating the risks, and carry out other related duties and responsibilities assigned by the Secretary-General. The Assistant Programme Management Officer reports to the Envoy on Technology.

Responsibilities:

  • Assist in the implementation and coordination of activities outlined in the Secretary-General’s Roadmap for Digital Cooperation.
  • Support the Envoy on Technology in facilitating dialogue and engagement with various stakeholders on digital cooperation initiatives.
  • Assist in organizing meetings, workshops, and other events related to digital cooperation and technology issues.
  • Conduct research and analysis on digital technologies, trends, and policy developments to support the work of the Envoy.
  • Draft reports, briefing notes, and other documents related to digital cooperation initiatives.
  • Provide administrative support to the Envoy’s office, including managing correspondence, scheduling meetings, and maintaining records.
  • Perform other duties and responsibilities as assigned by the Envoy.

Competencies:

  • Professionalism: Knowledge of administrative and programme management principles and practices. Ability to perform a range of administrative functions, including drafting documents, organizing meetings, and managing correspondence. Strong analytical and research skills.
  • Communication: Ability to communicate effectively, both orally and in writing. Ability to draft clear and concise reports and correspondence.
  • Teamwork: Ability to work collaboratively with colleagues to achieve organizational goals. Demonstrated ability to establish and maintain effective working relationships in a multicultural environment.

Education:

  • Advanced university degree (Master’s degree or equivalent) in public administration, business administration, management, international relations, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Job-Specific Qualification:

  • Certification or specialized training in programme management, project management, or administration is desirable.

Work Experience:

  • A minimum of two years of progressively responsible experience in programme management, administration, or related field is required.
  • Experience in the field of digital cooperation, technology policy, or international relations is desirable.

Languages:

  • Fluency in English (both oral and written) is required.
  • Knowledge of another official UN language is desirable.

Assessment:

  • Evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.

  • Appointment against this post is on a fixed-term basis, renewable, subject to satisfactory performance and funding availability.
