Full Time | Senior Managerial Position

Location: Abidjan, Cote d’Ivoire

Position Summary: Innovations for Poverty Action (IPA) is seeking a Country Director to oversee its operations in Francophone West Africa, specifically in Burkina Faso, Ivory Coast, and Mali. The Country Director will be based in either Abidjan or Ouagadougou, with periodic travels to other Country Offices as needed. This role entails setting the strategic direction for IPA in these countries, overseeing impact evaluations across various sectors, and collaborating closely with academic researchers, government agencies, donors, and NGOs.

Responsibilities:

  1. Oversee High-Quality Research (30%): Manage a team responsible for project design, data collection, analysis, and reporting. Ensure adherence to IPA’s research quality standards and facilitate skills training for staff.

  2. Policy Impact and External Relations (30%): Represent IPA to government agencies, partner organizations, and donors. Cultivate relationships with stakeholders, engage in capacity building for evidence-based policy making, and oversee targeted dissemination of results.

  3. Ensure Sound Operations and Finances (25%): Provide supervision and support to administrative staff, ensuring compliance with financial procedures and accurate budget management.

  4. New Project Development (10%): Identify and develop potential projects with meaningful research and policy implications, participate in project design, and lead budgeting during the proposal stage.

  5. Mitigate and Manage Risks (5%): Set security standards, monitor security concerns, oversee procurement, and ensure overall compliance with IPA policies and donor requirements.

Qualifications:

Required:

  • 5-7 years of relevant work experience, including 3 years in a management position
  • Experience in research, policy engagement, and project planning
  • Experience living and working in Africa
  • Master’s degree in development economics, international affairs, or related field

Preferred:

  • Demonstrated ability to lead large teams and multiple projects
  • Strong quantitative skills, familiarity with randomized controlled trials
  • Passion for connecting research to policy makers and practitioners
  • Commitment to diversity, equity, and inclusion
  • Experience in grants and contracts management, social unrest management
  • Excellent oral and written communication skills
