Position Summary:

The Human Resources Manager, reporting to the Country Director, plays a pivotal role in coordinating and facilitating the activities of the Human Resource Department at Innovations for Poverty Action (IPA) in Kenya. Responsibilities include overseeing HR systems and processes, managing recruitment and the full employee life cycle, ensuring compliance with legal requirements, leading performance management efforts, and overseeing compensation and benefits. The role also involves supervising the HR team and ensuring effective administration of HR functions.

Responsibilities:

  1. Human Resources Systems and Management (25%)

    • Develop and maintain HR systems and policies.
    • Ensure compliance with HR policies and procedures.
    • Provide training to HR team members.
    • Conduct field visits to IPA Kenya site offices.
    • Digitize HR functions through effective processes and systems.
  2. Recruitment and Staffing (20%)

    • Update job requirements and descriptions.
    • Establish recruiting and interviewing programs.
    • Support recruitment cycles for the Country Office.
    • Conduct orientation and training programs for new hires.
    • Coordinate with external firms for employee-related services.
  3. Administration and Compliance (20%)

    • Ensure compliance with legal requirements.
    • Manage work permits and visa processes.
    • Conduct HR audits to ensure compliance.
    • Monitor and maintain personnel records.
    • Prepare and monitor HR budgets.
  4. Performance Management, Capacity Building, and Staff Development (15%)

    • Provide training and support on performance management.
    • Identify training needs and support staff development plans.
    • Coordinate management training programs.
    • Maintain professional knowledge through workshops and publications.
  5. Compensation and Benefits (10%)

    • Recommend updates to compensation and benefits.
    • Maintain records of benefits plans and personnel transactions.
    • Conduct pay surveys and job evaluations.
    • Implement compensation policies and benefit programs.
  6. Employee Relations (10%)

    • Review and update the Local Employee Handbook.
    • Resolve employee relations issues.
    • Conduct investigations and maintain records.
    • Prepare separation notices and conduct exit interviews.
  7. Supervisory Responsibilities (10%)

    • Provide management direction and counseling.
    • Supervise Human Resource Associate Manager and oversee HR department.

Qualifications:

Required:

  • Minimum 7 years of HR experience.
  • Bachelor’s degree in HR Management or related field.
  • Postgraduate qualification in HR management.
  • Certified Human Resource Professional.

Preferred:

  • Proficiency in Microsoft Office.
  • Experience with HR Management Information Systems.
  • Knowledge of Kenyan labor laws.
  • Strong negotiation and leadership abilities.

Reports to: Country Director, Kenya

Compensation:

  • Monthly gross salary starting at Kes. 366,906.
  • Salary varies based on experience and internal peers’ base salary.
