The Bureau for Management Services, Office of Human Resources (BMS/OHR), is the hub for the global HR function for UNDP, providing strategy, policy setting, guidance, and oversight. BMS/OHR offers a broad range of HR advisory and talent management services, enabling UNDP to deliver integrated development solutions. BMS/OHR is implementing an ambitious strategy, People for 2030, transforming UNDP’s culture for better results.

Building on the achievements of People for 2030, BMS/OHR launches the Partner Personnel Services Agreements (PPSA) to support partner agencies. PPSA is a modality through which UNDP engages and administers non-staff personnel contacts for client UN entities. This aims for centrally managed contracts that are attractive, simple, and flexible.

In this dynamic framework, BMS/OHR seeks HR professionals to develop high-quality HR solutions, drive transformation, and attract new clients across the UN Common System.

Duties and Responsibilities

Under the direct supervision of the HR Specialist, Workforce planning and Partnerships, the HR Associate will provide comprehensive and client-focused HR support, ensuring efficient management of PSA and PPSA modalities. Responsibilities include:

  1. Effective Administrative Support on PPSA SLA Matters
    • Assist in PPSA implementation issues for partners.
    • Monitor and administer SLAs and other agreements on PPSA.
    • Track signed SLAs with partners and resolve potential misunderstandings.
  2. Outreach Support on PPSA Matters
    • Conduct regular outreach to clients and partners.
    • Develop outreach materials for PPSA expansion.
    • Ensure quality control of PPSA documents.
  3. Administrative Support
    • Oversee and monitor PPSA implementation.
    • Review and implement cost recovery of services provided to clients.
    • Provide administrative and budgetary support.
    • Generate HR reports related to PPSA updates.
  4. Capacity Building and Knowledge Sharing
    • Share knowledge on SLAs and PPSA policy.
    • Contribute to knowledge networks and communities of practice.
    • Assist with information compilation and policy advisory.

Required Skills and Experience

  • Secondary education required; university degree in HR, Business Administration, or Public Administration desirable.
  • Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) HR/administrative experience.
  • Proficiency in MS Office; knowledge of web-based management systems like ERP desirable.
  • Experience in data compilation, visualization, and UN staff rules/regulations advantageous.
  • Familiarity with HR inter-agency initiatives preferred.
