Summary

The Foreign Service Institute (FSI), Office of the Director, is seeking a highly qualified individual for the position of Provost Officer. FSI is dedicated to delivering top-notch diplomatic training and continuous learning opportunities for U.S. government foreign affairs professionals. The incumbent will report directly to the FSI Director and will hold responsibilities equivalent to a Deputy Assistant Secretary.

Duties

As the Provost Officer, you will be tasked with conducting the Department-wide Triennial Training Needs Assessment, developing and maintaining career-long learning paths, and establishing partnerships with external training institutions. Your role will involve providing expert advice, guidance, and support services to all FSI organizations. You will oversee curriculum design, training evaluation, and professional development. Key duties include:

  • Consulting on all training and education policies and programs across the Institute.
  • Providing oversight and direction for complex curriculum development processes, integration of educational technology into training, training evaluation policies and execution, and Department-wide training needs assessments.
  • Supervising and directing highly complex curriculum, evaluation, and educational technology plans, policies, and training requirements for all FSI programs.

Requirements

To be eligible for this position, you must meet the following requirements:

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • Requires a financial disclosure statement, OGE-278.
  • Verification of employment eligibility in the United States is required.
  • This position is a drug-testing designated position subject to random testing for illegal drug use.

Qualifications

Applicants must submit separate narrative statements covering each of the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). The Mandatory Technical Qualifications for this position include:

  1. Demonstrated experience in executive direction, management, and oversight of complex professional training and education programs and learning policies.
  2. Demonstrated experience in the application of advanced educational program evaluation with proven ability to evaluate the effectiveness, relevance, reach, and impact of single learning events/resources and large-scale learning initiatives.

How You Will Be Evaluated

A Qualifications Review Panel of senior officials will evaluate applicants based on the quality and extent of total accomplishments, experience, and education. Candidates will be rated on the basis of their Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). The best-qualified candidates will be referred to the selecting official for further consideration.
